Southwest Division, Naval Facilities Engineering Command intends to
procure electricity and energy conservation services for various bases
throughout California. The period of performance is anticipated to be
from March 31, 2000 to March 31, 2002. Electrical Power Information:
Contractor is to provide firm electrical power; scheduling coordination
services; coordination of transmission and distribution; ancillary
services; metering services; billing services; and provide one
administrative point of contact to manage this contract. The estimated
annual load for this effort is 154,200,538 kWh. Contractor must meet
all Federal, State, and Local requirements to provide all services
outlined in the solicitation. Contractor will be responsible for
providing and coordinating all services required to deliver firm
electrical power to the designated service points and for coordinating
the production, transmission and distribution of electrical power to
each service point. Billing will be based on metered quantities. Energy
Conservation Services Information: The Government may require
energy/water conservation services at the various Department of Defense
Activities receiving electrical services through this procurement. The
Contractor will provide site surveys, comprehensive energy audits,
engineering design, project implementation, financing, maintenance, and
other related work in connection with Energy Conservation Projects
(ECPs). The ECPs will be accomplished through Demand Side Management
(DSM). The Contractor will competitively select subcontractors, in
accordance with the Federal Aquisition Regulation (FAR) Clause 52.244-5
(Competition in Subcontracting), to implement all ECPs. Subcontractor
selection shall be based on cost, technical capability, past
performance and responsibility. When required the Contractor shall
provide, or cause to be provided, all initial financing of ECPs
identified in future Task Orders. Payments to the Contractor for
individual Task Orders will be made from savings estimated to be
achieved from ECP implementation. This effort is being procured under
the Energy Policy Act (EPACT) of 1992 and Executive Order 13123 of June
3, 1999. There is no guarantee of the number or amount of energy
conservation projects that will be procured under this effort. Award
Information: The Government intends to award one Basic Ordering
Agreement (BOA), and Task Order for all regions, but reserves the right
to award up to three (3) BOAs and Task Orders for the commodity to a
firm who is (1) considered to be the low cost/technically acceptable
responsible offeror, (2) meets the requirements in the Request for
Proposal (RFP), and (3) provides the total lowest cost to the
Government for the commodity of electricity. In the event of a tie, the
proposal with the lowest margin markup for a notional project will
determine the offeror with the lowest cost. Subsequent task orders for
ECPs may be issued at a later date. The RFP will be prepared in
accordance with FAR part 15. The RFP is issued unrestricted and
proposals will be considered from all responsible sources that meet the
State and Federal certification required for providing electricity and
energy conservation services. A pre-proposal conference will be held,
the date, time, and place will be specified on the Internet at
http://esol.navfac.navy.mil. RFP Information: In accordance with
Federal Acquisition Regulation 5.102(a)(7), availability of the RFP
will be limited to electronic medium. The date the RFP will be
available for downloading will be stated on the internet at
http://esol.navfac.navy.mil. Once the RFP is available, the downloading
is provided free of charge. The solicitation response date will also be
indicated on the Internet site. Hard copies (paper sets) or CD-ROM will
not be provided by the Government. The official plan holders' list will
be maintained and can be printed from the web site. All interested
parties are encouraged to register as a plan holder on the web site.
The plan holders' lists will not be faxed and will only be available
from the web site. Registering parties must provide a complete name,
mailing address, area code and phone number, interest type (prime
contractor, sub contractor, supplier or plan room), email address and
size (large business, small business, small disadvantaged business,
woman owned small business or other). Notification of any changes
(amendments) to the solicitation will be made only on the Internet. It
will be the contractor's responsibility to check the web site for any
