This is a Design/Build acquisition for renovation of military family housing at Malmstrom AFB, Montana, which includes (FY00) whole house renovation of 46 company and field grade officers housing units. Proposals will be solicited on a firm-fixed price, lump sum basis. Performance Price Tradeoff (PPT) procedures will be used. A draft solicitation will be issued to obtain industry comment on Sections L & M. Only one solicitation will be issued and will include the scope of work and evaluation factors. Evaluation of price and past performance may be concurrent with evaluation of technically acceptability, but once technically unacceptability is discovered, price and performance evaluation will cease. Once technically acceptable proposals are determined, tradeoffs may be made between price/cost and past performance evaluations to determine the successful offeror. The award could be made to other-than-the lowest-priced technically acceptable offeror. The RFP package will be available on the Internet only. No hard copies of this solicitation will be issued. The solicitation, plans, specifications, or drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. Electronic medium for the proposal submittal documents will not be allowed.
