a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
two-camera videogrammetric target-tracking system will be used for
measurements of aeroelastic deformation and attitudes of a model in
laboratories and wind tunnels at NASA. This system will have the
capabilities of tracking targets, and calculating the centroids and
object-space coordinates of the targets in real time. The optimization
method for solving the collinearity equations will be used for
comprehensive, automatic camera calibration. Hardware of the system
consists of a PC (Pentium III 500 MHz or better with all associated
software, interface cards, cables, and accessories needed for 2-camera
control and image acquisition and reduction), a Matrox frame grabber
or equal, two Hitachi KP-F1 CCD cameras or equal, and all necessary
cables, junction boxes, and interfaces to enable full operation of the
videogrammetric system. The measurement system shall have options for
the Hitachi KP-MIU and Hitachi KP-F1 CCD cameras. Special requirements
are described below. Software (1) User-Friendly graphical user
interface (GUI) using the Windows NT operating system with the
following capabilities and options: 7 Centroids and means for all
targets shall be written to the data files with an automatic file
naming convention. The mean coordinates (X,Y,Z) shall be written to an
appended data file. 7 Ability to select (and delete) with mouse target
locations in the images and ability to delete all existing targets. 7
Ability to save snapshot of the video images in a raw 8-bit binary
format. 7 Ability to pause the program so that video is not required
and target-tracking calculations are temporarily stopped. 7 Ability to
toggle target tracking On or OFF. 7 Ability to select and perform a
2-D affine transformation on an existing target centroid file in order
to map the target locations to new locations, without having to
manually reposition each target on the images. 7 Ability to alter by
means of setup files various parameters for each camera required for
the photogrammteric calculations. 7 Ability to recall any previous mean
centroid file to overlay image plane and initiate tracking with these
new target image locations Required trigger options: 7 Trigger:Manual
Selects manual triggering for data recording. Hardware triggers are
disabled. 7 Trigger:Positive Edge Enable automatic triggering on the
rising edge of a TTL-compatible signal applied to the trigger connector
attached to the serial port of the VMD computer. 7 Trigger:Negative
Edge Enable automatic triggering on the falling edge of a
TTL-compatible signal applied to the trigger connector attached to the
serial port of the VMD computer. Look-up-table requirements: 7
LUT:Linear Apply a linear lookup table to the digitized video data. 7
LUT:Inverse Apply an inverted linear lookup table to the digitized
video data. Acquisition Setup Requirements: 7 Select the CCD camera
being used (Hitachi KP-MIU or KP-F1), whether the KP-F1 is being
operated in 'triggered ' mode, the exposure time for triggered mode
operation of KP-F1 and the number of video frames to be acquired. 7
Target Tracking Setup Adjust the parameters associated with the
target-tracking algorithm. Robust target tracking requirements: Restore
target tracking based on memory of last target positions whenever track
is lost on the target. Display of (X,Y,Z) positions of targets Display
plots of (X,Y), (X,Z), and (Y,Z) on screen in near real time. Source
codes Complete source code and documentation of the software will be
provided. Hardware (1) PC (Pentium III 500 MHz or better with all
associated software, interface cards, cables, and accessories needed
for 2-camera control and image acquisition and reduction, LS-120
Superdrive, 15 GB ore greater Hardrive, sound card, 40X or greater
CD-rom, 128 MB or greater memory ) (2) Matrox frame grabber board (3)
Two Hitachi KP-F1 cameras with c-mount lenses, all associated junction
boxes, power supplies, and cables. (3) Complete set of cables to fully
operate and trigger photogrammetric target-tracking system (4)
Operating Manuals (5) Measurement system and software shall be Y2K
compatible Delivery, setup, demonstration of required features, and
training, shall be done at NASA Langley Research Center. The provisions
and clauses in the RFQ are those in effect through FAC 97-36. The SIC
code and the small business size standard for this procurement are 7374
and $18M, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery to LaRC is required within 45 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-A9. Quotations
for the items(s) described above are due by January 10, 2000 and may be
mailed or faxed to Sharon Hare at Mail Stop 126, Hampton, Virgina
23681, fax number is (757)864-9775 and include, solicitation number,
FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and

Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical

purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
