E-MAIL: NIST Contracts Office, Contract@nist.gov. The National Institute of Standards and Technology (NIST) intends to acquire from Avanti Corporation, 101 Billerica Avenue, N. Billerica, MA 01862 on a sole source basis Taurus Devices Multi-Dementional Device Simulator Software, Physical Models and Equation Interface, and maintenance and support for 8 months under the authority of the Test Program for Certain Commercial Items located at Federal Acquisition Regulation (FAR) Subpart 13.501(a). The Avanti Taurus Device Simulator with the Physical Model and Equation Interface is the only Semiconductor Device Simulatory that is compatible with existing Avanti Software. The existing software includes Avanti Taurus Workbench Virtual Fabrication Framework, Avanti TSUPREM-4 semiconductor process simulator, Avanti Aurora parameter extraction program, Avanti Raphael interconnect simulator, and Workbench Virtual Fabrication Framework to automatically take simulation output from the existing Avanti TSUPREM-4 semiconductor process simulator to define the structure used for the device simulation. The output from the Avanti Taurus Device Simulator is then automatically used by the existing Avanti Aurora parameter extraction program to determine compact model parameters for the device and process simulation. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation is not available.
