70 -- M-DATA EXTRACTO (CACHE VERSION) OR EQUIVALENT SOL 777-13-00 DUE 010400 POC Karen Lebo (440)526-3030 X7444 The Cleveland Business Center, Cleveland, Ohio referred to hereinafter Employee Education Center (EES) proposes to enter into a contract for One (1) M-Data Extractor (Cache version) and One (1) Annual Maintenance for M-Data Extractor. An equivalent product may be substituted if it provides the same functions as the M-Data Extractor (Cache version). This is a Request for Quotations, for which it and all incorporated provisions are those in effect through Federal Acquisisiton Circular 97-13. the procurement is 100% Set-Aside for Small Business. The Standard Industrial Classification Code (SIC) is 7372. The Small Business Size Standard for this procurement is $18 million. This is a combined snyopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. The salient features of the M-Data Extractor (Cache version) must provide the following capabilities as a standard package with no manipulation and no reprogramming by the end user: a) The capability for multiple concurrent end-users to perform interactive transfers of data from a MUMPS/Fileman database environment to a Microsoft SQL Server database environment; b) Must provide an intuitive graphical end-user interface that is usable by non-technical staff with little or no training; c) Once installed the software package must immediately provide the capability to automatically read and interpret Fileman compliant data structures; must allow the end-user to select desired fields from multiple Fileman files to be transferred; must allow the user to enter selection criteria and perform the data transfer based on the criteria; and must automatically create SQL tables on the MS-SQL Server, populate the tables with the transferred data and maintain referential integrity of the transferred data; d) The application must provide the capability to create scripted/batch data transfers that can be run at a schedule time set by the end-user; e) extract data from MUMPS/Fileman databases and copy data in SQL relational database, automatically crating the necessary table and keys, flattening the hierarchically-defined data structures, and removing transit data dependencies. Delivery of this package is required within 14 days from award date of the contract.
