E-MAIL: Mary E. McKaig, Mary.E.McKaig.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) for Navigation Processor Board Hardward and Software Development Support. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to obtain the support from Motorola, Space Systems and Services Division, Scottsdale, AZ. Motorola has been selected as the sole source for this procurement because of their technical expertise and previous experience with respect to the design and development of this effort. Motorola developed the Navigation Processor Board (NPB) with the appropriate design, and including processor selection, memory, and 1553 interface required by the Onboard Navigation System (ONS). The Government will provide Motorola with the ONS flight software and appropriate documentation and test data. As the developer of the NPB with previous experience employing tracking data from their communications receivers for navigation, Motorola is in a unique position to perform the required tasks of hosting the software on the embedded processor and testing the system. The interfaces defined by the Government for ONS are based on heritage navigation systems from the Government and Motorola. This provides additional essentiality for Motorola to be the developer of the interface and executive software for embedded ONS to ensure certain assimilation of the flight software into the communication receiver environment of which the NPB is a part. The success of NASA's research and development effort for an embedded ONS is largely due to optimal use of Motorola's unique qualifications and talents in completing the efforts required in this procurement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 10, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
