intends to award a sole source modification under Contract
N00024-99-C-5106 to Raytheon System Company, Control and Communication
Systems, 1501 72nd Street North, St.Petersburg, Florida, 33733-2248,
to install a Cooperative Engagement Capability (CEC) AN/USG-3 suite of
equipment already procured by the Navy and Airborne Warning and
Control System (AWACS) Avionics Development Laboratory (ADL) in
preparation for a Joint Theater Air and Missile Defense (JTAMD)
assessments in FY02. This program will define the system interfaces
with the AWACS systems in the ADL and develop the Cooperative
Engagement Processor (CEP) adaptive layer and kernal function to
support the assessment. This effort also supports laboratory testing
and demonstrations. The AWACS/CEC integration will be undertaken by
Raytheon System Company, Command, Control and Communication Systems and
Johns Hopkins University/Applied Physics lab (JHU/APL), working as a
team. JHU/APL will perform as the Techical DirectionAgent and Raytheon
as the Design Agent for CEC 2.0 application integration. This approach
was developed based on the teams' cumulative experience in other CEC
