The U.S. Environmental Protection Agency (EPA) has a requirement for a contractor to incorporate a daily-time-step soil water submodel into General Ecosystem Model (GEM). GEM is a process-based model of ecosystem carbon, nitrogen and soil water dynamics that simulates the response of vegetation and soils to changes in atmospheric CO2, temperature, precipitation, irradiance, nitrogen deposition and disturbances such as forest management. This requirement will be issued under simplified acquisition procedures. This is Not a Small Business Set-Aside.
