Protection Agency (EPA) has a requirement for a contractor to
incorporate a daily-time-step soil water submodel into General
Ecosystem Model (GEM). GEM is a process-based model of ecosystem
carbon, nitrogen and soil water dynamics that simulates the response of
vegetation and soils to changes in atmospheric CO2, temperature,
precipitation, irradiance, nitrogen deposition and disturbances such as
forest management. This requirement will be issued under simplified
acquisition procedures. This is Not a Small Business Set-Aside. The
Request for Quotation will be issued on or about January 6, 2000 and
will be available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not
be available. Telephone request will not be honored. It will be your
responsibility to frequently check the same site where the RFQ is
