david.braxton@losangeles.af.mil. SMC/MCK is conducting market research
to determine the existence and interest of possible sources to provide
technical and engineering support (Contractor in-house telephone
support and site visits, when requested) for various operating
locations in the US and Europe. Engineering/technical support is
required to align/calibrate equipment, software engineering, and to
assist in failure analysis and satellite communication diagnostics of
the ICBM SHF Satellite Terminal (ISST) and Single Channel Transponder
Injection Subsystem (SCTIS). This support is an ongoing requirement to
extend the life cycle of existing equipment from May 2000 through May
2005. Prior in-depth knowledge and expertise with the existing system
is required. A substantial amount of proprietary technical data
associated with this equipment will require licensing agreements with
the development contractor, Stanford Telecommunications Sunneyvale, CA.
Contractor is required to possess a minimum Government Security
Clearance of Secret. The SCTIS, AN/FSC-97 (V), as the ground-based
uplink of the Single Channel Transponder System (SCTS), links the Joint
Chiefs of Staff (JCS) command posts with the Defense Satellite
Communication System (DSCS) Satellites. SCTIS equipment was installed
at various operating locations in the US and Europe. The ISST,
AN/FSC-111, are SHF receiving terminals and are located at AF Missile
Launch Control Centers. This communication system is used to relay the
Emergency Action Messages (EAMs) through a UHF link. ISST terminal
installs were and installed at numerous locations in the US.
