Academy is conducting a competitive sourcing study utilizing OMB
Circular A-76 and AFI 38-203. The original notice of intent posted on
25 Mar 99 designating Space Mark, Inc. (SMI), which is 100% Alaskan
Native American Owned firm, as the sole competitor to compete against
the government's Most Efficient Organization is hereby cancelled. The
purpose of this study is to determine if it is more efficient for
government operated or contractor operated functions within Logistics.
This is a Third Sources Sought Synopsis and Request for Information
for solicitation F0561199R0401, only to determine industry interest and
capability. Contractors are asked to submit capability statements
expressing their interest. If your company has not submitted a
capability statement and you have an interest in this A76 initiative,
you are asked to submit capability statements expressing interest and
intent, at this time. If your company has expressed interest and has
already sent in capability statements, inclusive of materials
requested, it is not necessary to send additional capability
statements. Capability statements should include past performance
information similar in scope to this initiative, references with phone
numbers, the business size, point of contact and any other pertinent
corporate information. The capability statements will be used as part
of the market research to determine if this acquisition should be
set-aside for small businesses or proceed in an unrestricted manner. A
letter stating your interest or requesting a copy of the solicitation
is not sufficient to determine contractor capability. The study will
include such services as Transportation and Cadet Supply.
Transportation services will encompass performing vehicle maintenance,
vehicle operations and passenger services. Vehicle Maintenance
encompasses scheduled and unscheduled maintenance to include
maintenance control and analysis. Vehicle Operations comprises
performing scheduled/unscheduled vehicles to include vehicle and driver
dispatch, as well as Fleet Management. Passenger Services include
passenger movement, as well as administrative management. The Cadet
Supply services encompass issuing uniforms, equipment, and supplies to
USAF Academy cadets. Acquisition support of the Cadet Supply services
includes identifying requirements and ordering uniforms, supplies and
equipment. In addition, warehousing and storage services are provided,
as well as the issue and processing of uniforms, equipment and
supplies. Services shall be provided in accordance with all USAF and
Academy procedures/regulations. This service is subject to the Service
Contract Act. The RFP and all associated documents when issued will be
posted on the Electronic Posting System (EPS) home page. The Internet
address is http://www.eps.gov and is then listed under EPS for Vendors
and Direct Reporting Units. NO SOLICITATION IS AVAILABLE AT THIS TIME.
When a draft and final RFP are available, they will be advertised. Any
interested contractors identifying themselves for this procurement
will be placed on the Offerors Mailing List, which will be available
electronically at the above EPS Internet address. No date has been
established for the RFP issuance. Offerors are encouraged to
subscribe/register for this solicitation number through EPS to ensure
they automatically receive all documents associated with the
procurement is a timely manner. All associated documents will also be
released electronically unless a written request is received from
contractors justifying hard copies. Any resulting contract could
potentially include a mobilization period, a basic year, and four
one-year options. The Standard Industrial Classification is 8744 and
