Work includes, but is not limited to, the following work at Fairchild
AFB, WA: demolish, remove, and legally dispose of (off-base) Building
2000, including all existing above- and below-grade foundations and
concrete footings, all asbestos-containing material, lead-containing
material, petroleum-contaminated soil, underground fuel oil tank, all
indicated parking areas adjoining the facility, except parking on the
street and south of the building as indicated on the drawings. Also
included in this project is demolition of all electrical equipment
within Building 2000. This includes 15 KV cables, 15 KV transformers,
service entrance equipment, panelboards, 600-volt circuits, lighting,
miscellaneous motor loads, and other loads. Also included is demolition
of all electrical services to the building. This portion of the project
includes services rated 15 KV and services rated 600 volts and less.
Electrical identification, concrete equipment bases, painting
electrical equipment, hipot testing of all new terminations, and
providing new junction enclosures. Contractor must also perform final
clean up of area to remove all demolition debris, backfill and grade
site to remove indentations and depressions, cover disturbed areas with
three inches of topsoil, and hydroseed. Provide curb and sidewalk along
Arnold Street and curb to close off parking lot entrance along Bong
Street. The Government will use best value, price vs. past performance
trade-off procedures for this acquisition. The performance period for
this project is 150 calendar days. This period is further broken down
into two phases: submittal phase of 60 days and 90 days for the
physical work. Separate notices to proceed (NTPs) will be issued for
each phase. Work hours are 7:30 AM to 4:30 PM, excluding federal
holidays. This work is not located in a restricted or controlled area.
This acquisition is 100 percent unrestricted. Any responsible source
may submit a proposal. Interested parties may download the solicitation
from www.eps.gov on or about 21 Jan 2000. Proposers will be required to
submit their proposals via paper copy. Estimated proposal due date is
22 Feb 2000. The SIC code for this acquisition is 1795. The business
size standard is $7 million. This project will be awarded on a lump-sum
