DSCR REPLACING EBB ON 01/01/00 DEFENSE SUPPLY CENTER RICHMOND (DSCR) REPLACING EBB ON 01/01/00. Effective 01 January 2000, the Electronic Bulletin Board (EBB) will be replaced by the Internet Quoting System (IQS). This conversion will allow quotes to be submitted via web page access, thus allowing for easier access and increased flexibility in quoting. To use the IQS, you will use the same password assigned under the Procurement Gateway. If you are not currently registered under the Procurement Gateway, you may register at: http://12.3.216.20/home or http://progate.daps.mil/home, select "User Profile" located under "Other", then select "Set up your own User Profile Here Today". After you register, you will be e-mailed an User ID and Password with which you may use the Procurement Gateway and IQS. Additionally, your Procurement Gateway User ID will be used to access your Automated Best Value System rating at www.dscr.dla.mil/proc/abvs.htm. Help pages for the Procurement Gateway are found at the bottom of the Procurement Gateway's sidebar menu. Since the EBB will no longer be available, you must use the IQS to submit quotations in response to solicitations with a "T" in the ninth position of the solicitation number. By no later than 01 January 2000, the new IQS will be available at http://iqs1.dscp.dla.mil.
