conducted under Federal Acquisition Regulation (FAR) Part 13-Simplified
Acquisition Procedures. The National Institute of Standards and
Technology (NIST) at Gaithersburg, MD has a requirement for banquet and
sleeping room space for workshop attendees arriving February 29, 2000
and departing March 7, 2000. This requirement is in support of the
Standards in Trade Workshop to be conducted by the NIST, Global
Standards Program (GSP), Office of Standards Services (OSS).
Participants in the workshop are delegates from several foreign
countries, have very limited English speaking capability and are
inexperienced in the cultural and social genre of the United States.
The location site shall be in the close proximity of the NIST campus
and be in view of and within convenient and easy walking distance from
restaurants and a highly diversified shopping facility. It is most
important to the Mission of the Department of Commerce (DOC) and NIST
to ensure the participants experience a cooperative,non-threatening and
enlightening environment during their stay. The lodging facility shall
provide, but not be limited to the standard amenities such as hair
dryer, television, ironing board and iron, on-site fitness center,
indoor swimming pool and complimentary shuttle service. The Contract
Line Item Numbers (CLIN), quantities and unit issue are as follows:
CLIN 0001, Approximately thirty (30) single sleeping rooms from
February 29, 2000 through March 7, 2000. CLIN 0002, Banquet room for
approximately 40 persons from 6:00 p.m. to 10:00 p.m. on the following
dates: (1) February 29, 2000 (2) March 6, 2000. The offeror shall
provide competent wait staff to set-up and serve formal meals. The
Offeror shall submit with their quotation a list of at least 5 similar
activities conducted from January 1, 1999 through December 31,1999
with contact names and telephone numbers that may be used to verify
past performance. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the formatin FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation. Quotations
are being requested and a written solicitation will not be issued.
Solicitation 53SBNB060016 is issued as a request for quotations (RFQ).
The solicitation document and incorporated provisions are those in
effect through Federal Acquisition Circular 97-14. This action is
unrestricted. The Standard Industrial Code (SIC) code is 7011. The
small business size standard is $5 Million. The Government will award
a purchase order resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered.
Technical elements of the solicitation to be evaluated are: (1) Ability
to provide the requirements as listed in the solicitation. (2) Past
Performance. (3) Quality and Location of Facilities. Offerors shall
comply with the provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items and submit a sufficient description of the
items being offered in order to evaluate compliance with the
requirements in this solicitation. The clause at FAR 52.212-4, Contract
Terms and Conditions -- Commercial items, applies to this acquisition.
Also the clause at 52.212-5, Contract Terms & Conditions required to
implement Statutes or Executive Orders -- Commercial Items, applies to
this acquisition, including paragraph B, subparagraphs (6) 52.222-26,
(7) 52.222-35, (8) 52.222-36, (9) 52.222-37, and paragraph C,
subparagraphs (1) 52.222-41 and (2) 52.222-42. Department of Commerce
Agency-Level Protest Procedures Level Above the Contracting Officer can

Wage Determination No: 94-2103, Revision 19, dated 6-8-99 is in effect
