roe.kathleen@epa.gov. The U.S. EPA National Risk Management Research
Laboratory has a requirement for the Fabrication, Installation and
Testing of a Test Chamber for Fine Particulate Matter (PM) as part of
EPA's effort to identify and characterize major indoor sources for PM.
The test chamber shall be used to measure the particle emissions from
a variety of indoor sources such as photocopiers and vacuum cleaners.
The successful vendor shall fabricate, install and provide acceptance
testing for the chamber in accordance with design drawings,
specifications/instructions, and performance testing procedures
provided by EPA. The chamber shall consist of a blower with the
capacity to generate 3000 cfm, low grade pre-filters and ULPA filters
downstream of the blower, ports for aerosol injection, filter holders,
and air flow measuring station and ULPA exhaust filters. The chamber
shall be capable of running under either positive or negative pressure
modules without interference from outside atmospheric aerosol. Each
major componentshall be wheel mounted with castors and brakes. It shall
be capable of operating at a minimum of 10" H20 pressure and vacuum
without bulging/compression of ducting and without air leaks. The
sections shall be fabricated from 14 guage 304 stainless steel.
Dimensions shall be held within 1/16/in. the sheet metal finish shall
be unpainted #4 mill finish stainless steel. TIG welding shall be
employed. All filter holders shall provide side access with hingeless
doors on both chamber sides. The test compartment shall have on 30" x
66"+ entrance door. Static pressure taps shall be mounted on top of the
chamber. Mismatch between mating sections shall be no greater than
1/16th in. Bolt pattern of all compartments shall be identical. Large
areas of sheet metal shall be reinforced with ribs. On-site aAssembly
shall include overhead pipe and connection to roof exhaust, electrical
wiring of chamber lights, receptacles and blower. Equipment shall be
listed and labeled by an approved third party listing agency such as
UL. This procurement action is being processed in accordance with the
procedures set forth in FAR Part 13, Simplified Acquisition Procedures.
Based upon market research, the Government is not using the policies
contained in Part 12, Acquisition of Commercial Items, in its
solicitation for the described supplies or services. However,
interested persons may identify to the contracting officer their
interest and capability to satisfy the Government's requirement with a
commercial item within 15 days of this notice. A detailed
specifications package will be issued with the Request For Quotation
(RFQ). Potential offerors must request an RFQ package in writing.
E-mailed and faxed requests are acceptable. All requests must include
a complete mailing address, telephone and fax numbers. All quotations
sent in response to the RFQ will be considered by the Government.
