The Fleet and Industrial Supply Center, Norfolk Detachment Washington intends to negotiate a sole source purchase order using the procedures in FAR 13.5 with LRP Publication for a twelve-month electronic subscription, beginning 1 January 2000, for CyberFEDS, a library information system. The purchase order will be a subscription for analytical tools for Human Resources Operations Center to perform historical and current searches on specific issues and decisions to address a particular problem or set of circumstances. The purchase order will consist of a library of case decisions, summaries of decisions, statutes, regulations, manuals and guides, pay tables, performance support modules, bulletins and newsgroups. Each licensed user shall have unlimited web access and receive a complete updated set of CD-ROM discs in the mail once a month for the subscription term. Each licensed user shall also receive a current copy of the applicable User Guide based on their type of license (web or CD-ROM). The contractor shall provide on-site or phone training for both web and CD-ROM users. The electronic subscription will provide users with newsletters and E-Grams which provide a brief summary of noteworthy events and court decisions; the subscription shall also give users perspective and newsgroup analytical articles which explore and explain emerging case law trends, provide summaries of case decisions and arbitration awards, as well as provide a Year In Review of EEO, labor relations, and employee relations trends, case law, and developments.
