Karoleen.A.Montgomery@usace.army.mil. The U.S. Army Corps of Engineers,
Walla Walla District, has a competitive requirement for all services,
materials and equipment necessary for the management and administration
of small drinking water and wastewater systems at several District
project sites, southeastern Washington. Scope of work shall include,
but not be limited to: professional consultation, management,
administration, reporting, sampling, analyses, and record keeping to
assure compliance with all Federal, State, and Local laws and
regulations. Offeror's proposals will be evaluated on criteria
indicated in the solicitation. A tentative listing of the main factors
and sub-factors to be evaluated are as follows: 1) Technical
competence and experience in water and wastewater operations,
management, and administration: a. Years of wastewater operational and
laboratory experience and grade of certification, knowledge of
techniques, equipment, instrumentation, and equipment; b. Years of
water operational and laboratory experience and class of certification,
knowledge of techniques, equipment, instrumentation, and equipment; c.
Knowledge of regulations and requirements. 2) Management and
Administrative experience pertinent to this contract: a. Number of
similar contracts managed; b. Experience in record keeping, filing
water and wastewater reports and correspondence with regulators. 3)
Cost/Price. Requirement is for a base year, and four option years;
which may be awarded at the discretion of the Government. Procurement
100 percent set-aside for small business concerns. Size standard, under
Standard Industrial Classification Code 7389, is that the average
annual gross revenue of a concern taken for the last 3 fiscal years
must not exceed $5 million. This is not a request for proposal, but
notice that a solicitation will be issued for this requirement. All
responsible sources may submit an offer, which will be considered by
