F -- ENVIRONMENTAL REMEDIATION IN UTAH SOL GM0206 POC No telephone inquiries will be accepted until publication of the CBD Solicitation PRESOLICITATION NOTICE, NO RESPONSE ALLOWED. Announcement has also been submitted under Classification Code C, Architect and Engineering Services (Construction). Utah Department of Environmental Quality will enter into a contract for construction services to excavate, remove, and dispose of lead- and arsenic-contaminated soil on residential and commercial properties and municipal right-of-way in a residential area in Utah. The soil in the area has been previously characterized for lead and arsenic concentration. Excavated soil meeting Federal Land Disposal Restrictions will be disposed of in a permitted, Subtitle D (Utah Class IV or V) landfill. Excavated soil from four properties will be disposed of in a permitted Subtitle C hazardous waste landfill. The selected Contractor will provide staff or licensed, approved subcontractors for all construction services, including, but not limited to, debris and fence removal, clearing, grubbing, excavating, loading, hauling, backfilling, compacting, and soddingor seeding each contaminated property. In addition, the selected Contractor will contract with each landfill for soil and debris disposal; obtain approved, clean backfill and topsoil; remove, repair, or replace concrete flatwork; form concrete walls and floors or shotcrete hand-dug basements; replace sheds, fences, retaining walls, septic tank leachfields, and any other damaged or demolished exterior structure or utility line; excavate and backfill unpaved alley and street right-of-way with compacted roadbase; repair all construction-damaged asphalt paving on existing paved streets; plant trees and shrubs; and, after all construction is complete, clean the interior and exterior of each residential structure. Single-step, lump-sum bids will be accepted from qualified bidders possessing a valid General Contractor's License in the State of Utah by the date of Bid submittal. BOD 55 days after published CBD Solicitation for Bids (currently scheduled for 01/03/00). Contract Award NLT 70 days after publication of CBD Solicitation for Bids. Selected Contractor will complete all construction and relandscaping in one construction season. Federal Davis-Bacon wage rates apply. All on-site personnel and subcontractors will be OSHA-certified under 29 CFR 1910 and 1926. The selected Contractor will be expected to have full-time Health and Safety and Community Relations personnel on site during all remedial activities. A complete set of Design Specifications and Design Drawings will be available after publication of the CBD Solicitation for Bids. These will be provided in both printed form and on a read-only CD for a one-time fee of $100. The Design Drawings in printed format will be available only on half-size (11 inches by 17 inches) sheets and the Design Drawings in CD format will be available only in AutoCad Release 14.
