The purpose of this amendment is to correct the SIC code, to extend proposal due date and to address questions received from interested prospective offerors. The changes are as follows: SIC code 8299 and the small business size standard is $5.0 million. Proposal due date has been extended to 12 January 2000 at 3:00 p.m. (eastern time), delivery should be sent to 11th Contracting Squadron 110 Luke Ave, Rm. 200 Bolling AFB, DC 20332-0305 Attn: Paulette Creighton. Question 1: Unit of Issue. Please confirm, the unit of issue is price per student. Answer: Yes, the unit of issue, which includes all fees, tuition, and taxes associated therein, constitute the price per student. The student is not required to pay anything toward the immersion, nor is the Air Force to receive a bill for services outside the scope of the contract. Question 2: Please confirm. You want a composite price that is the same for all locations. Answer: We understand that each country will have variable expenses associated with doing business within each country. Question 3: Pricing. Are we to just give a unit price? Please confirm that you do not expect us estimate quantities and to extend an estimated total amount. Answer: We expect that the contractor will give us a complete estimated total, based on 3-6 students (only variable driving the cost of the program). Question 4: Airfare. In para 1.0 you mention that past competitions. When pricing airfare we always priced airfare from Dulles DC. After award we were paid an additional supplemental amount for the difference from the students' actual home station point of departure cost and the Dulles DC price. Please confirm that this is the intent on this contract. Answer: No. This is not the intent of the program. Dulles, DC rates are appropriate to estimate travel to and from for this acquisition. Question 5: Evaluation of offers. The language used strongly implies a best value procurement. Please confirm this and provide information on the relative weight on Technical Prop, Past Performance, and Price. Answer This contract will be evaluated on the three factors as stated a weight has not been assigned on these factors. Question 6: Paragraph 1.0 Background states that students will be provided training "in either an overseas or replicated (in the US) environment." Are offers to provide (1) both options, (2) choose US or overseas, or (3) a random mixture of both options?Answer: The contractor must have the ability to offer as many overseas immersions as possible. The contractor and the LASI Manager will discuss which immersions will stay in CONUS due to political, military, or other reasons. Question 7: As mentioned in paragraph 2.0 Scope, can the Government provide a more accurate estimate than 3-6 students per country? How many students per country will participate in the immersion program? Answer: Each immersion shall minimum of 3 and the maximum of 6 students. We don_t know ahead of time how many individuals will attend a specific immersion. Therefore, flexibility is important for both the government and the contractor. Question 8: Paragraphs 4.4 Lodging and 4.6 Language Instruction state that lodging accommodations and instructional facilities will be maintained at 65oF. Is the government aware that this is an unreasonable request considering that it would be necessary to have air conditioning in the summers in most of the countries listed in order to maintain 65oF Can this be changed to a more reasonable indoor climate controls such as fans & ventilation which might not provide for 65o conditions? We understand that every location should provide adequate heat at all times however, in most locations listed on this solicitation, air conditioning is considered an extravagant expense that is only available in the homes of the most wealthy families (which are quite often foreigners -- not native speakers) and almost never in a dormitory and rarely in classrooms settings. However, adequate ventilation and fans are reasonable and provided wherever necessary in the summer months but, do not always provide for 65o conditions. Answer No accommodations or facilities shall fall below 65 degrees F. Questions 9: In paragraph 6.0 Deliverables, are the offers to assume that some deliverables are due as a part of the RFP and some due upon conclusion of the course? If so, which should be included with the RFP and which should be due later (in preparation for a course or upon course completion as indicated in the SOW)? For example, academic track records could only be provided at the end of the course and accurate guest speaker lists cannot be realistically provided for a course that will not execute until nine months from now. Answer: Prior to awarding contract: photos of the accommodations/facilities, resumes of anyone providing instruction, guest lecturers, and trips. Form DD1423 provides details to deliverable, these can be obtain through e-mail request. Question 10: In the solicitation section concerning evaluation, the Government states, "Evaluators will assess the offers as one of the following: _Exceeds Standards_, Meets Standards,_ or _Below Standards". What standards is the Government referring to? Answer: Evaluations Standards-A predetermined level of merit against which proposals are measured. Standards are usually a statement of the minimum level of compliance with a requirement which must be offered for a proposal to be considered acceptable. Question 11: In the solicitation section concerning evaluation, the Government states, "The evaluation of the technical offers and resumes will be accomplished by a Technical Evaluation Panel." Whose resumes? Answer: Anyone providing the students with instruction (and guest lecturers, if applicable) Question 12: Can an offeror, as part of the Proposal, include a separate section for each country listed in the solicitation outlining the program it offers in each country or would this be considered an overly elaborate proposal? Answer: We need to have each country clearly outlined for content, substance, etc. It is in no way considered _overly elaborate_, but insteadthe bare minimum. Question 13: What is the fixed price of the contract mentioned in the solicitation? Answer: The fixed price constitutes all fees, taxes, instruction, etc associated with each immersion per country. Question 14: Will the bidding process be for all the countries involved or are we allowed to bid selectively? Answer: Proposals shall address all countries. Question 15: Is the past performance requirement based specifically on previous similar projects or is it based upon previous completed government contracts.
