This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This solicitation is 100% set-aside for small business concerns. The Standard Industrial Code (SIC) is 2451. The size standard is 500 employees. The work includes all labor, supervision, tools, materials, equipment, transportation and facilities necessary to provide delivery, set-up, leveling, seimic tie-down, maintenance, take-down, removal and cleaning of one 12' X 60' mobile office trailer with an occupany code of B-2 at the Marine Corps Base, Camp Pendleton, California and incidential related work. This requirement shall be a firm fixed price contract for trailer rental in accordance with the specifications stated herein. The contract bid schedule will be as follows: Item 0001AA -- Deliver, level anchor (seimic tie-down) and set-up of relocatable facility. Item 0001AB -- Monthly rental of relocatable facility including landing and stairs per month for twelve months. Optional Item 0002AA -- Take down, removal and cleaning of relocatable facility. First option period line items: 0011AA and 0012AA have the same description as Items 0001AB and 0002AA. Items 0002AA and 0012AA are independent of each other and only one will be ordered. The facility must be set-up and ready for use by February 01, 2000. Quotes must be submitted on all items. The relocatable facility provided shall meet B-2 occupancy standards for commercial coach buildings as approved by the Department of Housing for the State of California, and shall be clean and capable of remaining ingood condition for the term of this contract. The relocatable facility shall be contain no less then 620 interior square footage, and shall be set up on location and according to appropriate codes and regulations. The facility shall be neutral in color, i.e. white, beige, tan or light grey siding. STAIRS AND LANDING. Provide and install the required minimum size of landing and stairs. The stairs and landing shall be rigidly constructed and coated with a non-skid surface; have handrails and meet all applicable requirements of the Uniform Building Code. WINDOWS: Provide at least two(2)windows with screens. WINDOW COVERINGS: Shall be neutral color mini-blinds. DOORS: Provide one (1) exterior metal clad door with locking mechanism and hydraulic closer along the length of the facility. Doors shall meet NFPA 101. WALLS: All interior walls shall be free of holes, clean and/or freshly painted. FLOOR COVERING: Provide 1/8" commercial grade, neutral color vinyl floor covering or carpetting throughout. ELECTRICAL: Comply with NFPA 70, the California State Electrical Safety Code and the following: PANELBOARD: Circuit breaker for connection to 100 amp single phase, 120/240 volt feeder. Extend service through exterior of and bring together in one location ready for service connection. Provide riser with weather head approximately 3 foot above top of facility with 5 feet of copper wire. The Government shall make the servcie connection. Provide 120 VAC, NEMA 5-20R, duplex 20A 3 grounded receptacles in accordance with current edition of the NEC. LIGHTING: 2'X 4' diffused fluorescent fixtures as per code. HEATING AND AIR CONDITIONING: Provide electrical heating/AC units thermostatically controlled which can maintain an interior temperature of 65 F when it is 40 F outside and below 65 F when the outside temperature is 100 F. Normal office occupany and heat generating equipment shall be considered when sizing equipment. TELEPHONE OUTLETS: None required, to be provided by Government. PLUMBING: None required. INTERIOR LAYOUT: Ideallyis two (2) individual office spaces approximately 9'X 11' and the remaining space open. Minimum: One (1) office space and the rest is open for work stations. SITE LOCATION: The site is a level asphalt parking lot located in the 15 Area. TAKE DOWN AND REMOVAL: Take down shall occur within 10 working days after the contract expired. Contact Contracting officer prior to take-down so joint inspection of facility can occur. Contractor Availability: The contractor's superintendent shall respond to telephones calls within 60 minutes of their placement. SCHEDULE: The contractor shall submit a written work schedule giving the listing the start date and completion time to the Contracting Officer for approval 5 days prior to work. PRE-PERFORMANCE CONFERENCE: One will be held 3 days after award. The Government shall not be responsible for damage attributable to normal wear and tear. Additional information not having a bearing on the price of quotations will be provided with the offer of award including area maps and points of contact. Provisions are FAR 52.212-1, Instructions to Offerors -- Commercial Items apply to this acquisition. Offerors shall complete a copy of FAR 52.212-4, Offeror Representations and Certifications -- Commercial Items with their offer. FAR clauses 52.212-4, Contract Terms and Conditions..., FAR 52.2123-5, Contract Terms and Conditions Required to Implement Executive Orders...will apply to this acquisition and will form a part of the resulting contract. Under FAC 5252.217-9301, Option to Extend the Term of the Contract -- Services, a. The Government may extend the term of this contract for a term of one to twelve months by written notice to the contractor before the contract expires; b. If the Government exercises this option, the extended contract shall be considered to include this option provision; c.
