williamc2@osd.pentagon.mil. This is a Broad Agency Announcement (BAA)
on behalf of The Office of ASD(C3I) to support the Defense Department's
development of a Space Technology Guide. The Congress has requested the
Secretary of Defense in Title XVI, Section 1601, of the FY2000 National
Defense Authorization Act to develop a space technology planning guide
whose goal is to identify the technologies and technology
demonstrations needed to support U.S. national security purposes via
the use of space. One feature of this guide is discussion of potential
cooperative investment activities with private sector entities. The
"private sector" is construed to comprise U.S. companies only for this
solicitation. Accordingly, the DoD is requesting inputs from industry
that address near-through far-term technology concepts, initiatives
and applications that may be adapted to space systems or operations, or
which may meet U.S. national security space needs. More than one input
may be may be submitted by a company or one input (preferred) may
address more than one technology area or initiative. All inputs should
provide a rough estimate of costs. Inputs may be in hard- or softcopy
(softcopy preferred) and should not exceed two pages of normal type
(Microsoft Word/Times Roman 12-pt preferred); any illustrations
(additional to text limits) should be at least 4 x 5-inch glossy
pictures and/or 300 dpi electronic files. All inputs should reference
"BAA-2000/ASD-C3I." Inputs should draw upon or adapt the following
topics: Corporate interest in space; current technology interests;
projected technology concepts and potential applications; opportunities
for partnership (with the DoD and/or other government agencies or
commercial entities); objectives of space-related technology
initiatives; assessment of their direction and potential for success,
and of their interaction with the government (as applicable). All
inputs should be unclassified and not contain proprietary information.
No contract should be anticipated as a result of this request for
information and any costs of preparation are not allowable as direct
charges to any other existing or subsequent contract. Submissions are
required not later than January 15, 2000 to be considered for
incorporation in this DoD Space Technology Guide. Offerors will be
notified as to whether or not their papers have, or have not been
favorably considered. Favorable review of papers does not guarantee
selection, and may not be construed as a binding commitment by the
Government to fund the proposed effort. Offerors are advised that only
Contracting Officers are legally authorized to contractually bind or
otherwise commit the Government. No formal RFP or other solicitation
regarding this announcement will be issued. The provisions of DFAR
227.7102.2, Rights in Technical Data, will apply to any resulting
contract issued under this BAA. The technical evaluation criteria will
be provided in a modification to this synopsis, approximately January
