EXECUTIVE SUMMARY The Government intends to acquire approximately 5,952
Low Rate Initial Production Applique V4 computers, platform unique
installation kits, warranty, installation services, testing and support
efforts (training, maintenance and fielding support). This acquisition
for PM Force XXI Battle Command Brigade and Below (FBCB2) is to begin
implementation of the Army's objective of digitizing the battlefield.
It is the intent of the Government to award the contract on a sole
source basis to TRW, Tactical Systems, Systems & Information Technology
Group, Carson, CA., pursuant to the authority of 10 U.S.C. 2304(c)(1)
and FAR 6.302-1(a)(1). TRW is the current Engineering and Manufacturing
Development contractor and FBCB2 System Integrator. This contract will
be awarded with the understanding that any hardware acquired under the
contract will successfully operate the FBCB2 software developed by TRW
and accepted by the Government. The contract will be an IDIQ contract
consisting of a base year with two one-year options. The base year
contract will be Fixed Price Incentive (Firm Target) (FPIF) for the
hardware, FFP for the services and data, and T&M for support services.
The option years will be FPIF range quantity for hardware and FFP for
services. The delivery schedule requires production sufficient to meet
First Digitized Division (FDD) fielding with an estimated installation
schedule as follows: 45 units May 00, 90 units Jun 00, 277 units Jul
00, 416 units Aug 00, 442 units Sep 00, 372 units Oct 00, 431 units Nov
00 and 254 units Dec 00. The two option years will provide for an
expected order quantity of 1,630 and 2,637 respectively and will be
ordered in range quantities. This acquisition will require First
Article Testing, Reliability Demonstration Testing, Quality Acceptance
Testing and Production Testing and Acceptance Testing. The units will
be required to pass environmental testing. Acceptance of the majority
of the production items under this proposed contract will be upon
installation and system test of the installed systems. Installation and
acceptance shall take place primarily at Fort Hood, TX. SEE NUMBERED
