(A) The Social Security Administration (SSA) is interested in receiving quotes on cable and connectors described below to be used in the East and Low Rise Building of the Social Security Administration-Main Complex. This is a combined synopsis /solicitation for commercial items prepared in accordance with the FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written solicitation will not be issued. The solicitation Number is SSA-RFQ-00-0164. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. Offerors should be alert for any amendments that may permit subsequent submission of proposal dates. Proposals submitted in response to this solicitation shall be submitted by January 13, 2000 at 3:00 p.m. local time, addressed to Social Security Administration, Office of Acquisition and Grants, Attn: Sharon Hall, 1710 Gwynn Oak Avenue, Baltimore, Maryland 21207; Telephone: (410) 965-9534. (C) _ Additional Information: (1) Delivery shall be F.O.B. destination basis to: SSA, National Computer Center, Receiving Clerk, 6201 Security Boulevard, Baltimore, MD 21235 and within 30 days from date of award. (2) The provision of FAR 52.212-1, Instructions to Offerors-Commercial apply to this acquisition, specifically the following paragraphs: (a) SIC CODE is 3357, Size Standard 1,000; (b) (1) _ (b) (11); (c), (d), (f), and (g). (3) Offerors shall submit 3 copies of the technical Proposal to include the manufacturer_s cross-reference sheet of any _equal_ product proposed for those items within Section B specified as brand name or equal as well as full specifications, product literature and part numbers for any product proposed as equivalent. Offerors may be required to submit product samples of proposed brand name or equal products during the Government_s evaluation process as a mechanism for determining technical acceptance. Offerors shall also provide 3 references of customers to whom similar cable products and quantities equivalent to those set forth in Section B have been provided in order that the Government may evaluate past performance as discussed in FAR 52.212-1 (b) (10). (4) Offerors shall submit 2 copies of the Price Proposal to include the manufacture_s name, brand name and model/part number for each item. Offerors must propose fixed prices for all items. (5) Offerors are required to include a completed and signed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. (6) The Government will award a contract resulting from this solicitation to the responsible offeror whose conforming to the solicitation will be most advantageous to the Government price and other factors considered. Award will be made on a best value basis taking into account the following factors: technical acceptability of proposed products, price, and past performance. Price will be evaluated by adding the total for each line item stipulated in Section B for an aggregate award; THEREFORE, OFFERORS MUST PROPOSE A PRICE FOR EACH AND ALL LINE ITEMS IN ORDER TO BE CONSIDERED FOR AWARD. The Government may award to other than the lowest priced offeror based on a trade-off among these factors. (7) The provisions at FAR 52.212-4, Contract Terms and Conditions-Commercial Items apply to this acquisition; SSA Agency specific Brand Name or Equal; and any SSA Agency specific administrative clause applicable at the time of contract award.
