clement.sharon@epamail.epa.gov. Under the authority of FAR 6.302-1, the
USEPA intends to negotiate on a sole source basis with Linc Quantum
Analytics, Inc, to acquire a Large Volume Injection System (Apex ProSep
800 XT Plus). This system is required to permit the reduction of sample
extracted by increasing the volume of sample extract injected while
providing a solute band width that is compatible with the existing EPA
Agilent (HP 6890) "Fast GC" gas chromatography equipment. The
Government's minimum requirements for the Apex Large Volume Injectors
are as follows: (1) System must be capable of injecting from 0.1 to at
least 100 uL of extract in less than 1 sec.; (2) System must be
compatible with Agilent gas chromatographic auto injector; (3) System
must accept pre-separation columns of at least 200 mm in length; (4)
System must provide an auxiliary split as a timed event for the
elimination of late eluting matrix interference; (5) System software
must be capable of bath processing and method storage within gas
chromatographic operational software using Windows 5 or NT operating
system. This action is being pursued on a sole source basis because
LincQuantum Inc., is the only known source of commercially available
large volume injection systems that meet all of the above
specifications. THIS IS NOT A REQUEST FOR PROPOSALS. This acquisition
will be accomplished under FAR Part 12, Acquisition of Commercial
items. Only sources capable of fully meeting the unique technical
performance specifications/capabilities outlined above, without
exception, will be considered. A determination by the Government not to
compete this acquisition is solely the discretion of the Government.
