acquisition of 28 various retorted food products packed in polymeric
trays to be used in the Heat and Serve Portion of the Unitized Group
Ration. This acquisition represents the establishment of a new
"industry". Accordingly, it will be imperative for the Government to
evaluate offerors' production and quality capabilities to assure
successful performance. Therefore, it is the Governments's intention to
make an award to the offeror who indicates the overall best value
utilizing the trade off process between price and non-price factors.
Technical merit will be considered more important than price. Offeror's
posposal must demonstrate it understands the Statement of Work and
contract requirements, and that it has the facilities, equipment, and
acquisition capability to succsssfully produce and deliver the required
products and quantities within the order lead-times. A commercial
unrestricted solicitation will be used for this acquisition IAW with
FAR Part 12, However, IAW FAC 97-10 effective January 4, 1999, a 10%
price evaluation factor will be added to all offers that are not exempt
from the Price Evaluation Preference for HUBZone concerns. This
acquisition will be issued as an Indefinite Quantity Contract with a
base year plus 4 option years. First delivery is due March 2001. Posted
