US EPA Office of Mobile Sources (OMS) administers portions of Title II
of the Clean Air Act (CAA) as amended in 1977 and 1990. OMS
responsibilities under the CAA can involve development, evaluation and
optimization of emission control components and systems and evaluation
of baseline emissions levels and efficiency procedures for motor
vehicles, motor vehicle engines, propulsion systems and components
thereof. They may also require development and evaluation of emissions
and other test procedures and/or equipment, as well as
characterization of emissions of both regulated and currently
unregulated pollutants and assessment of their health and welfare
effects. To assist with carrying out these responsibilities OMS is
seeking firms with the capability of providing flexible engineering and
related support pertaining to design, development and prove-out of
emission control systems for compression-ignition (CI) and
spark-ignition (SI) engines. The contractor shall be capableof
performing work that includes all phases of design, evaluation,
development, modification, fabrication and testing support on complete
engines, engine and fuel control systems, subsystems and/or
components. EPA anticipates the award of a level-of-effort
work-assignment type contract subject to full and open competition
(FAOC). The period of performance will consist of a 12-month base
period with two term options to extend the period of performance for an
additional 12-months each (total potential 36-months). The base level
of effort (LOE)is approximately 6,300 direct labor hours with an
additional 6,300 hours for each term (option year). In addition,
approximately 25,200 hours may be made available in each term through
the issuance of quantity options. Actual LOE will be specified in the
RFP. NOTE: THIS IS NOT A REQUEST FOR PROPOSAL AND NO PROPOSAL SHOULD BE
PREPARED AS A DIRECT RESULT OF THIS SYNOPSIS. All responsible sources
may submit a proposal in response to the actual request for proposal
(RFP), which if timely, will be evaluated by the Agency in accordance
with the technical evaluation criteria specified in the RFP. A copy of
