SOURCES SOUGHT for engineering support and assistance in experimental
and developmental engineering, design, processing, analysis, testing
and evaluation of both ground based and airborne materials and sensor
systems. The requirement supports the Mission and Sensor Systems
Competency (AIR 4.5.5), particularly the EO Sensors Branch (4.5.5.6) in
maintaining various research and the development of improved
Electro-optic and infrared sensor systems at the Naval Air Warfare
Center, Aircraft Division, Air Systems Command (NAVAIRSYSCOM). Tasks
may include, but will not be limited to, engineering design, hardware
and software development, data processing, data analysis and
development of mathematical models and algorithms on the Distributed
Aperture Infrared System (DAIRS), Multifunction Distributed Aperture
System (MIDAS), the Advance Tactical Forward Looking Infrared (ATFLIR)
system and the Advanced Imaging Multi-Spectral Sensor (AIMS).
Performance prediction and modeling tools (e.g. FLIR92 & ACQUIRE)
approved by the lead engineer with be used for evaluating and
predicting the sensor performance (i.e. Minimum Resolvable Temperature
Difference (MRTD), minimum Detectable Target Irradiance (MDTI) and
Noise Equivalent Temperature Difference (NETD) as well as detection,
recognition and identification range). Assistance in the fabrication
and assembly of EO/IR sensors using commercial-off-the-shelf (COTS)
and/or custom sensor components and the development and testing of
laser components and systems including Nd: YAG and other solid state
lasers will be required. Services for testing performance of sensor
hardware using government owned facilities are required to perform
measurement of candidate sensor systems by using such metrics as MRTD,
MDTI and NETD. Additional tasks include development of methodology and
instrumentation to characterize optical line-of sight (LOS) jitter and
other anomalies, development of optical LOS pointing and stabilization
control systems, development of motorized 2-axis gimbalsystems and
perform analyses, development of algorithms for electronic
stabilization of optical sensors and stabilize imagery on
frame-to-frame basis from motion sensor inputs and aircraft GPS/INS
data. Development and evaluation of image and signal processing
techniques for forward looking infrared (FLIR) systems, infrared search
and track (IRST) sensors, missile warning sensors (MWS) and laser-based
non-cooperative identification (NCID) systems is required by utilizing
processing functions such as automatic target search and detect,
track-while-scan, automatic target classification and image restoration
and enhancement. Development of the hardware and software for the
integration of processors, data recorders and consoles for real-time
display and wideband recording of digital image data is required. The
final task will be to provide assistance in the development of test
plans and provide engineering services to carrying out such text plans
as well as the post-flight analyses. There will be travel
requirements. The contractor shall supply all necessary labor and
materials for engineering design, hardware and software development,
data processing, data analysis and development of mathematical models
and algorithms in support of this effort. Monthly progress and
financial reports will be required. The level of effort is estimated at
20,928 man hours per year for a total level of effort of 104,640 hours
for one (1) base year plus four (4) optional follow-on years to be
assessed and awarded on an annual basis. The anticipated contract type
is a Cost Plus Fixed Fee. NOTE: THIS IS NOT A REQUEST FOR PROPOSAL.
