INFORMATION: The U.S. Army Corps of Engineers requires contract
services for an Indefinite Delivery Type Contract for environmental
studies and report preparation. The contract is anticipated to be
awarded by May 2000. The contractor will perform the services under
individual negotiated firm-fixed price task orders. The contract will
have a base period not to exceed one year and two-option periods of one
year each. The amount of work in each contract period and on individual
task orders will not exceed $500,000.00. An option period may be
exercised at the end of the previous period or when the contract amount
for the base period or preceding option period has been exhausted,
whichever occurs first. In addition to the selection criteria-merit
factors listed below, offers will be evaluated on the basis of the
advantages to the Government that may result from awarding more than
one contract from this solicitation (multiple awards). 2. PROJECT
INFORMATION: The majority of the work will be accomplished within the
boundaries of the St. Paul District. The St. Paul District encompasses
the States of Minnesota and Wisconsin, the Mississippi River drainage
in the State of Iowa down to Guttenburg, Iowa and the Red River
drainage in the State of North Dakota. The services to be accomplished
include the full range of natural and social resource studies with an
emphasis on determination of adverse and beneficial impacts of
construction activities on the social and natural environments.
Potential studies would include, but not be limited to, social
analysis, public involvement activities, preparation of NEPA and/or
Clean Water Act documentation, flora and fauna surveys for aquatic and
terrestrial habitats, modeling of aquatic and terrestrial systems,
development of geographic information systems data products, and
digitization and interpretation of aerial photography. 3. SELECTION
CRITERIA: The selection criteria, in order of importance, are as
follows: (a.) Expertise/Experience. Technical expertise and
professional experience of specific people assigned to the project;
primary emphasis will be put on the qualifications of people designated
for the project manager and major functional roles. (b.) Problems. Each
applicant will submit a summarized action plans for four representative
problems presented in the Request for Proposal. These action plans will
be assessed on over all understanding of geographical conditions,
technical soundness, validity of assumptions, and innovative
approaches. (c.) Overall past performance of the firm on similar type
contracts. (d.) Location. The applicant's location in relation to their
proximity to the St. Paul District Office located in St. Paul,
Minnesota, will be assessed. (e.) Equipment/Facilities. The applicant's
equipment and facilities will be assessed on sufficiency to allow
completion of likely projects. The source selection decision will weigh
the overall merit evaluation versus the composite price. The government
will select the offer or offers that provide the best value tothe
government in light of merit factors and price, with price being
slightly less important than merit rating. This procurement is issued
