Engineer, 703-404-6280 The Federal Highway Administration (FHWA),
Eastern Federal Lands Highway Division (EFLHD) anticipates awarding
multiple contracts for engineering services, to assist the District of
Columbia Department of Public Works (DCDPW), for projects in
Washington, DC. The work will be primarily highway and bridge planning
and design services but may include other related work such as
transportation planning, surveys, mapping, geotechnical investigations,
inspections, providing on-site engineering support, environmental
studies, etc. The purpose of this procurement is to select firms highly
qualified to provide these engineering services. The firm shall have
in-house primary services capability. This procurement is being made
under the Standard Industrial Classification Code (SIC 8711, PSCC 122),
and is open to all businesses, but some contracts may be set-aside for
emerging small business enterprises (ESBE) under the Small Business
Competitive Demonstration Program. ESBE is defined in Part 19 of the
FAR which includes having annual average gross receipts of less than
$2,000,000 over the last 3 fiscal years. Firms meeting this requirement
must address this in their submission. Architect-Engineer selection
procedures will be used and selection will be non-project specific
through the preselection and interview stage. Firms will be preselected
solely on data contained in the Standard Form (SF) 255's and SF-254's,
and preselected firms will be interviewed. Once the interviews are
complete, the selection process will be put on hold, and selections
will occur as specific project needs are identified. When a specific
project is identified, the preselected firms will be ranked and the
first ranked firm sent a Request for Proposal. If additional projects
are identified, the ranking process will be repeated. All preselected
firms will be ranked for each project, unless designated as an ESBE
set-aside, and an individual contract will result from each such
ranking. Preselected firms will be eligible for selection and ranking
onspecific projects for 3 years following the notification by the
EFLHD. The Government may extend this qualification period for an
additional 2 years. The EFLHD does not guarantee any contract from this
synoposis but estimates that there will be 10 to 20 contracts of
$25,000 or more awarded over the 3-year period with an estimated
cumulative dollar value of $1,000,000 to $10,000,000. Contracts awarded
will be either a firm-fixed price or other appropriate contract type.
Plans and specifications must be in formats compatible with
Microstation and GEOPAK software. Familiarity with DCDPW, FHWA, and
AASHTO policies are desired. Preselection and selection will be based
on the following criteria:(1) Professional qualifications of the
personnel to be assigned this work-weight 25; (2) Geographic location
of the firm in relationship to Washington, DC. Primary preference will
be given to firms in Washington, DC, with secondary preference given
to firms within a 20 mile radius of Dupont Circle-weight 25; (3)
Familiarityof the firm's staff, specifically the engineers, with
applicable FHWA and DCDPW regulations, criteria, standards, and
procedures with respect to planning, design, and approval of highway
and bridge projects-weight 20; (4) Specialized experience and
professional qualifications of the firm in performing highway and
bridge designs and related engineering services, specifically with the
DCDPW-weight 15; (5) Past performance on contracts with Government
agencies, specifically the DCDPW. Provide references that may be
contacted, a point of contact and phone number, contract number, and
any other relevant data. Include any performance awards received by the
firm-weight 15; (6) Capacity and capability of the firm to complete and
deliver a specific contract in the required time-weight 10; (7) Quality
control procedures-weight 10; and (8) Identify percent of proposed use
of Disadvantaged Business Enterprises (DBE's), percent of minority and
women employed with the prime contractor, and participation in the
Welfare to Work program-weight 10. No solicitation package is
available. Interested firms having the capabilities for this work are
invited to submit one (1) completed SF 254 and 255, revised edition
dated November 1992, for the prime and one (1) SF 254 for each
subcontractor/consultant, by addressing a transmittal letter to the
office shown. Part 10 of the SF 255 may be expanded, if necessary, to
address the selection criteria fully. Firms desiring to be placed or
updated in our A-E data file should submit a separate unbound copy of
the SF 254. No additional material other than a transmittal letter
should be attached. Brochures and promotional material will be
discarded. Submittals due on January 31, 2000 at 3:00 pm, local time,
at the Federal Highway Administration address listed above, Attn:
Office of the A/E Procurement Engineer, Room 371. Clearly label the
submission with references to HPC-15, DTFH71-00-R-00001, in a prominent
location on the submission. Although this solicitation is open to all
firms, the following is provided for minority, women, and disadvantaged
business enterprises only: The Department of Transportation (DOT),
Office of Small and Disadvantaged Business Utilization (OSDBU), has a
program to assist minority, women-owned, and disadvantaged business
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
