Support Center, Huntsville (USAESCH), is the Assigned Responsible
Agency (ARA) for The Unit Price Book (UPB). The Tri-Service Automated
Cost Engineering System (TRACES) Team, Automated systems Branch, Cost
Engineering Division, Directorate of Engineering provides functional,
technical and project management support for the UPB. The Tri-Services
are seeking proposals from firms having the capability of providing a
Department of Defense construction unit price book (UPB). The existing
UPB has approximately 23,000 line items which supports the operation of
the Tri- Service (U.S. Army, Navy, and Air Force) automated cost
engineering system (TRACES), and more explicitly, the Microcomputer
Aided Cost Estimating System (MCACES) M32, Success, and PACES modules.
These software applications are used by the Department of Defense in
the development of construction cost estimates for Military, and Civil
Works construction and Hazardous, Toxic and Radioactive Waste
Remediation projects.The objective of this contract is to provide and
maintain a UPB database of material prices and related information
(i.e., crews and related productivity). The successful firm must meet
the following minimum requirements: (1) currently be in the business
of, and have at least five years experience in producing, maintaining,
updating, publishing and selling for profit a complete (Military, and
Civil Works construction and Hazardous, Toxic and Radioactive Waste
Remediation) construction UPB, with at least 20,000 line items for the
express purpose of supporting the development of construction cost
estimates; (2) maintain a complete UPB which has as a minimum the basic
sixteen construction specifications institute (CSI) divisions, the
subject UPB should include construction line items which are composed
of material, labor, and equipment elements; (3) publish the UPB on an
annual basis; (4) maintain a telephone hotline system to address user
problems or questions; (5) maintain a principle staff (Project Manger,
Cost Engineers, etc.) as full-time employees; (6) have at least five
years experience in producing, maintaining, updating, publishing and
selling for profit complete Maintenance and Repair and Operations and
Maintenance databases; (7) have experience in and maintain the
capability of cost and construction industry forecasting for a minimum
of 10 years; (8) conduct an annual survey on 100% of the construction
UPB line items for a minimum of two quotes. It is anticipated that a
fixed-price indefinite delivery, indefinite quantity (IDIQ) contract
will result from this solicitation. Period of performance will be one
year, with options for four additional years. Required delivery will be
set forth in individual delivery orders. All responsible sources may
submit a proposal which shall be considered by the agency. This action
