jcooper@bop.gov. Provide medical assistant services for the inmates
incarcerated at Federal Correctional Institution (FCI) and the
Intensive Confinement Center (ICC), also known as "Boot Camp", both
located at the Federal Correctional Complex (FCC), 3600 Guard Road,
Lompoc, California, 93436. Services provided will include: drawing
blood, preparing blood samples for referral, and maintaining logs for
control of submitted blood samples. The medical assistant will also be
called upon to: take blood pressures, weigh patients, take pulses, and
give injections. Duties will also include assisting with filing and
numerous other paperwork related tasks. The contractor should be able
to type. This will be a Requirements type contract. The estimated
number of hours annually is 1,560. Actual hours may vary. Contract will
be awarded for a base year, with four one-year option periods. Contract
period will run from date of award through twelve months from date of
award. Award for base year and each option year will be contingent upon
funds being made available. All Federal Acquisition Regulations (FAR)
will apply to this procurement. This will be a "Non-Personal" contract
with the work being "Professional" in nature. The contractor may not
be directly supervised by a Government employee during performance of
the contract. There may not be even the appearance of an
employer-employee relationship. All work must be performed in the
manner deemed appropriate by the contractor. The contractor must, at
all times, perform the work required, independent of direct Government
supervision. The contractor may not work more than 30 hours per week.
The contractor must meet all Department of Justice, Bureau of Prisons
security and background requirements prior to contract award. This
contract is being solicited and awarded under the FAR Test Program for
Certain Commercial Items found at FAR Subpart 13.5. All rules for
"Quotations" apply, that is, the "quoter" is not bound by the price
quoted, but rather by the actual signing of a "contract". For a copy of
