synopsis/solicitation for commercial items prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation No.: 52-DKEX-0-90019 is issued as a
request for proposal (RFP). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-14. This RFP is being conducted under full and open
competition. The SIC Code is 7515, the size standard is $18.5 M. A copy
of the solicitation in full text will be posted at the following web
site along with all questions, and any amendments to the solicitation.

Requirement Description: The Government intends to enter into an
Indefinite Quantity contract to lease vehicles for investigators for
the U. S. Department of Commerce/Bureau of Export Administration (BXA)
in the Office of Export Enforcement involving law enforcement work
activities. The Office of Export Enforcement currently leases 99
vehicles for these law enforcement officers. The agents do extensive
field work away from their offices, conducting surveillance,
investigating cases, and assisting Department Counsel and U. S.
Attorney's offices in prosecuting cases. The duties of BXA's special
agents require rapid response at all hours and having immediate access
to well-maintained, fully-functional and safe vehicles. The Government
anticipates entering into 36-month lease agreements during the five (5)
year ordering period. However, vehicles shall be ordered and funded
through the issuance of delivery orders for 12-months; however, it is
the intention to retain each delivered vehicle for a period of
36-months, with months 13-36 subject to the availability funds. The
Contractor shall be capable of providing a wide selection of both
foreign and domestic manufacturers, new, late-model (year 2000 and
beyond), mid-size and full-size sedan, minivans, and sport utility
vehicles in a variety of colors with engines making at least 190-200
horsepower and 190-200 pound feet of torque. The equipment on these
vehicles must include at a minimum: automatic transmissions, air
conditioning, power steering, power brakes, power locks, power windows
and AM/FM cassette radio. It is anticipated that BXA's enforcement
agents will be driving each of the vehicles somewhere between 15,000 --
20,000 miles per year. The offeror shall provide information on each
manufacturer they represent or offer, i.e., Ford, GM, Dodge, Nissan,
Toyota, Honda, etc. The Contractor shall possess the capability of
delivering the vehicles through local dealers, convenient to BXA's
field offices throughout the country to include but not limited to
(Herndon VA; Boston, MA; Des Plaines, IL; Dallas, TX; Irvine, CA; Ft.
Lauderdale, FL; San Jose, CA; Staten Island, NY). The Contractor shall
be responsible for providing all paperwork to tag and title the
vehicles to the Special Agents-In-Charge at the field offices
throughout the country. Proposals must be submitted in writing and
signed by an authorized individual of the company. The Government will
not accept electronic, telegraphic, facsimile, or telephonic
proposals. FAR Provision 52.212-1, entitled "Instructions to
Offerors-Commercial Items", applies to this solicitation. There are no
addenda. The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The evaluation will be conducted in two (2)
phases. The first phase is based on a "go no-go" basis. Offerors who do
not meet the three (3) mandatory technical evaluation factors will not
be further evaluated. Those offerors who meet the mandatory factors 1
-- 3 will be further evaluated on the basis of past performance, and
cost. The past performance and cost are of equal importance. The three
(3) mandatory Go / No-Go factors for proposal evaluation are as
follows: (1) Technical Capabilities, specifications, demonstrated
ability and current knowledge for fleet management. (a) The offeror
shall be capable of providing a wide selection of both foreign and
domestic manufacturer, Ford, GM, Dodge, Nissan, Toyota, Honda, etc.,
new, late model (year 2000 and beyond), mid-size and full-size sedan,
minivans, and sport utility vehicles in a variety of colors with

country. (c) The Contractor shall have demonstrated experience in
providing tag and titling of leased vehicles for Government agents at
offices throughout the continental United States. (2) Past performance
in the type of work required by the SOW and, in particular, experience
with fleet management throughout the continental United States. (3)
Cost Each offeror shall include a completed copy of FAR Provision
52.212-3, entitled "Offeror Representations and
Certifications-Commercial Items", with its proposal. FAR Clause
52.212-4, entitled "Contract Terms and Conditions-Commercial Items",
applies to this acquisition. There are no addenda to FAR 52.212-4. FAR
Clause 52.212-5, entitled "Contract Terms and Conditions Required to
Implement Statues or Executive Orders-Commercial Items," applies to
this acquisition. With respect to the additional FAR clauses cited in
FAR 52.212-5, the following apply: 52.225-35, 52.222-36 (Department of
Commerce Deviation), and 52.222-37. Other than as stated above, there
will be no further terms and conditions. This acquisition is not rated
