contractor providing all materials, labor, supervision and equipment
required to set up a temporary training facility, at Griffiss
Technology Park, Rome, NY to support a New York Army National Guard
(NYARNG)training exercise. The temporary training facility replicates
an Army Intermediate Staging Base (ISB) in an austere environment for
the purpose of the temporary housing, support, and staging of Army
personnel entering a theater of operations. The supplies and services
consist of, but may not be limited to the following: Provide tents,
tables with seating, cots, chemical toilets, shower and wash up
facilities, holding/collection tanks for waste water, collection of
waste water, lights and electrical drops/outlets for all tentage, high
intensity lighting with generators, phone lines in designated tents,
forty and eight yard dumpsters, phone banks of pay phones, high speed
copiers, forty foot office trailer, outside public address system,
forty foot refrigerated trailers, forty foot freezer trailers, five
thousand gallon water trailer with outlets, traffic safety cones, and
a 4K forklift. The project additionally requires that the contractor
position, erect, and test the required equipment and temporary
facilities, complete all installations, maintain and service all
equipment and facilities for approximately 16 consecutive days, and
disassemble and remove all equipment, facilities, and clean up of the
training area upon completion of the exercise. The facility must be
fully operational by 5 August 2000, and be capable of sustaining
approximately 500 Army personnel and their associated equipment. On 12
August 2000 through 19 August 2000 the facility must be capable of
sustaining 5,000 Army personnel and their associated equipment. All
facilities, services, and equipment will be in accordance with the
plans and specifications provided by the government. The magnitude of
the project is between $100,000 and $500,000. The project will be bid
as a lump sum for the entire project, although offerors will be
required to itemize the cost for each item of equipment, supply,
service provided, or facility. The issue date for the solicitation is
on or about 1 February 2000, with a bid opening date on or about 3
March 2000. The solicitation is unrestricted. A pre-bid meeting is
scheduled for 15 February 2000, 10:00 AM at Griffiss Technology Park,
