Lawrence Livermore National Laboratory (LLNL), operating under Prime
Contract W-7405-ENG. 48 with the U. S. Department of Energy (DOE),
seeks sources for more than one firm for Cost Estimating Check Services
for the installation of the Beampath Infrastructure System. Services
include: project familiarization, preparation and submittal of a
written cost estimate, meeting with the University to discuss and
review the estimate, revision and resubmittal of the estimate per the
discussion and review by the University, and presentation(s) of the
estimate. The check estimates are intended to provide additional data
regarding the cost for Beampath Infrastructure System, currently scoped
in the range of $125M-$225M for installation. Additionally, as part of
this effort, the University is interested in identifying qualified
firms with the capability to provide Construction Manager/General
Contractor (CM/GC) or subtier contractor services for the installation
of the Beampath Infrastructure System. While there may be changes,
currently it is planned that a single CM/GC will be selected. The CM/GC
will then hold multiple trade subcontracts of varying forms,
competitively bid to pre-qualified contractors, to execute the
installation of the remaining work. Ideally the CM/GC would self
perform critical beampath hardware installations and other work to be
identified. The National Ignition Facility, at Livermore, California,
is under construction. Livermore is located approximately 50 miles
southeast of San Francisco, California. The Beampath Infrastructure
System includes conventional facilities, beampath hardware, and
beampath utilities. Conventional facilities work is over 80% complete.
Beampath hardware and beampath utilities include beampath vessels,
enclosures, and beamtubes, auxiliary and utility systems, and support
structures. A substantial amount of GFE -- government furnished
equipment will be provided for installation by the infrastructure
packages. Installation of beampath hardware and supporting utilities is
a complex task. Multiple structures and utilities must be placed,
aligned, assembled clean, tested, and maintained. Much of this work is
in extremely congested spaces that are elevated 10 to 40 feet above
the floor. The Beampath Infrastructure System is in varying degrees of
design completion. Existing contracts are in place for construction of
concrete laser support pedestals in laser bays and for fabrication and
installation of switchyard space frames. The balance of the work
remains to be awarded. The schedule for completion is extremely
critical. Selection will be limited to Construction Manager/General
Contractor (CM/GC) or other full service Engineer/Procure/Construct
(EPC) firms or joint venture firms located in the continental United
States with demonstrated capabilities in execution of high technology
construction while meeting difficult technical criteria including
cleanliness and alignment, vibrational stability, and precise thermal
control. Excellent safety program execution is critical, as is
demonstrated cost and schedule management. Aggregation of capabilities
is allowed if affiliations are through joint ventures, partnerships,
consultant agreements, corporate structure, or other formal
subcontracting agreements. Firms responding to this announcement shall
a narrative describing how it meets the requirements listed in order
to be considered. The narrative must include the company's EMR for the
last three years plus a description of previous projects with similar
aspects. Facsimile and telephone responses will not be accepted. All
qualification documents must be received no later than 4:00 P.M. on
