This is a combined synopsis/solicitation for commercial products,
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation. Bids are being requested and a
written solicitation will not be issued. The solicitation number for
this procurement is 1443-IB-7170-A0-001 and is issued as an invitation
for bid (IFB). This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
FAC 97-14. This solicitation is set-aside for small business. This
solicitation proposes to contract for: (1) Epoxy Trail Surfacing
Material, (5 gallon resin and 5 gallon hardener, lid tops must be color
coded to avoid mix-up during mixing), approximate quantity required --
200 kits. (2) Hardener and Base Component, General Purpose, Vehicular
Grade Non-Slip Floor and Deck Coating, designed for application in
slippery areas (five gallon containers), approximate quantity required
-- 264 kits. (3) Roller Cover Type Phenolic (24 per case), approximate
quantity required is 10 cases. (4) Handle Roller with extension of 4
feet, approximate quantity required -- 12 each. (1) Epoxy Trail
Surfacing Material shall meet the following specifications: Shall be a
bio-phenol type A epoxy resin cured with a coal tar modified aliphatic
polyamine. Mixing ratio of resin to hardener shall be 1 to 1 by volume.
Color of the mixed product shall be MEDIUM TAN. Volume of solids shall
be 100 percent no solvents. The mixed material shall have a pot life
of no less than 15 minutes in 5-gallon units at an ambient temperature
of 56 degrees F. Shall have a flash point of no less than 200 degrees
F. Mixed viscosity: 850 F to 1000 F (CPS). Shall weigh between 9.3 and
9.6 pounds per gallon. Curing: Shall cure to a semi-hard tack free
degree in 65 plus or minus 5% in 7 day period at 72 degrees F. Shall
have an unmixed shelf life of no less than one (1) year. Shall be
packed in durable, sealed plastic or metal containers in 5-gallon units
(both resin and hardener). Shall be completely free of odor when cured,
and shall not have an offensive odor during mixing and application.
Consistency shall be such that the freshly applied material will not
sag or run on a slope of 30 degrees. Sample of product: Submit 2 -- one
quart samples of the resin and 2 -- one quart samples of the hardener
to the National Park Service to be analyzed by a designated laboratory
representative. Upon receipt of the full shipment, the National Park
Service will take one or more random samples for analysis to determine
that the entire shipment meets the specifications. Material that does
not meet the specifications will be returned at the expense of the
supplier and the full purchase price of the material, including return
freight charges, together with any reasonable handling costs the
National Park Service may incur, shall be refunded to the National Park
Service by the supplier. (2) Specifications for Hardener Component:

pricing must include all costs incurred to provide these products,
including any applicable taxes. Delivery date is February 7, 2000. Bid
schedule pricing shall be provided on plain bond paper with company
identification clearly visible. Fax bids are allowed, but must be clear
enough for the National Park Service to identify information provided.
