Armored Vehicles (PM-LAV) is seeking any sources interested in
designing, developing, and implementing an Integrated Data Environment
(e.g. Product Data Manager) for our office of approximately 70 users
in Warren, MI, and our support cell of approximately 10 users in
Albany, GA. PM-LAV is pursuing an IDE in accordance with DepSecDef
Policy memo of 2 Jul 97, requiring all PMs to operate digitally by
2002. The goals for our IDE include: achieving an information-sharing
environment that enables geographically dispersed segments of "virtual
Integrated Product Teams (IPTs)", including customers and suppliers,
to create a cohesive design and production process for our systems;
empower users through seamless access to enterprise-wide information
access regardless of where the information is physically located; to
increase efficiency and reduce cost of operations through business
process reengineering, digitizing paper based processes, and using
digitally managed workflows for continuous process improvement;
providing guaranteed data security and integrity; and achieve all the
foregoing by leveraging existing, "off-the-shelf" software, hardware,
and infrastructure to minimize cost. PM-LAV is a USMC PM that is
located at the U.S. Army Tank automotive and Armaments Command (TACOM),
Warren, MI. Due to it's unique nature and dispersed organization,
customers (USMC and FMS), and suppliers, PM-LAV is in urgent need of a
system that ties our business processes together into a secure,
digital chain. We intend for our IDE to meet this need. We plan for our
IDE to be JCALS and Web compliant, to take advantage of both the
existing DoD/TACOM JCALS infrastructure, and the existing/emerging Web
technology. The IDE must provide secure connectivity to our external
support cell in Albany, GA; our suppliers in Canada and the US; and our
customers that are scattered around the world. To date, we have
completed Phase I of our IDE plan -- mapping of our "as is" environment
using business process analysis (a copy of the Phase I report can be
made available to any interested source). We are seeking a vendor to
perform Phases II (initial IDE design and pilot project implementation)
and III (full IDE implementation) of our IDE implementation process. We
are not limited to a particular IDE/PDM software solution, and are open
to approaches that can meet our needs while minimizing cost and
schedule. Responses should include, as a minimum: (1) Description of
the proposed IDE/PDM (data generation/access/use/storage/configuration
management, workflow management, data security/integrity, speed and
scalability, etc.); (2) Previous use/experience on government or
commercial Program Management operations, digitizing common PM business
processes (e.g. acquisition program management, systems engineering,
software management, manufacturing & production, acquisition logistics,
test & evaluation, business/financial management, contract management,
and administration); (2) Hardware/software/license requirements; (4)
Ability to integrate existing Government software/hardware (JCALS,
JEDMICS, MEARS, SPS, AcqPro, etc.); (5) Ability to allow geographically
dispersed team members to work collaboratively; (6) Training
requirements; (7) Administration requirements; (8) Web functionality
and on-line meeting capability; (9) JCALS compatibility/integration
level; (10) Common desktop configuration; (11) Existing toolsets and/or
workflows; (12) Data enhancement (query/reporting/mining) capability;
(13) Future upgrade plans; and (14) Estimated time to implement and
Rough Order of Magnitude (ROM) cost. Questions should be addressed to
