Provide all labor, material and equipment necessary to perform dry
dock repairs including, but not limited to the following Base Items:
(1) Clean and Inspect tanks, (2) Modify stern tube seal cooling
systems, (3) Overhaul stern tube seals, (4) Service both onboard
controllable pitch propeller systems, (5) Preserve the transducer hull
rings of depth indicating transducers, (6) Preserve the transducer
hull ring/renew DSN-450 doppler speed log transducer, (7) Overhaul and
test valves, (8) Service rudder assemblies, (9) Renew fin stabilizer
seals and bearings, (10) Renew fin shaft sleeve, (11) Installation of
new waste oil holding tank and associated piping, (12) Preserve AUX II
machinery space deck (up to 200 sqft), (13) Erect Main mast staging,
(14) Coating thickness measurement non-destructive, (15) Renew cathodic
protection system, (16) Provide temporary logistics, (17) Routine
dry-docking, (18) GFP report in accordance with solicitation section H.
Options include, but are not limited to, the following items: (1) Minor
Coating repairs to the tanks, (2) Preserve tanks, (3) Inspect and
repair thrust bearings, (4) Renew shaft coverings (25% of shaft), (5)
Remove and reinstall controllable pitch propeller hubs, (6) Renew valve
waster pieces, (7) Renew rudder lower bearing and sleeve, (8) Plate
renewal in AUX II machinery space deck, (9) Preserve underwater body,
(10) Provide additional temporary logistics, (11) Composite Labor Rate,
and (12) Laydays. Vessel_s homeport is Portsmouth, Virginia. Vessel_s
length is 270-foot, 0-inch, _A_ Class Medium Endurance Cutter. Vessel
width is 37 feet, 9-3/8 inches. Vessel availability schedule is for
forty-nine (49) days, starting May 1, 2000. The place of performance
for this vessel is geographically restricted to within seventy-five
(75) miles of the home moorings in accordance with homeport policy
COMDTINST 3100.5. There will be a non-refundable charge of $150.00
required, in the form of a certified check or money order payable to
the U.S. Coast Guard, MLCA, for a set of hard copy drawings. Drawings
are now available on CD-ROM. The CD-ROM sets are available for all
cutters and will be provided free of charge. The CD-ROM(s) contain
WINDOWS compliant raster/vector formats (e.g. *.TIF, *.TIF (group4),
*.DWG, and *.DWF, etc.). All other referenced documents are available
for viewing at 300 East Main Street, Suite 600, Norfolk, Virginia.
Funds are available for this procurement. The proposed contract listed
here is part of the Small Business Competitiveness Demonstration
Program. Plans and specifications will be issued on or around January
21, 2000. All responsible sources may submit a bid, which shall be
considered by the United States Coast Guard. This notice is for
informational purposes for Minority, Women-owned, and Disadvantaged
Business Enterprises (DBEs). The Department of Transportation (DOT),
Office of Small and Disadvantaged Business Utilization (OSDBU) has a
program to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is
