The National Acquisition Center requires (1) a commercial, off-the-shelf computerized drug database with system application (Windows NT compatible), 20 manuals or documentation per VA medical center with complete operating instructions and on-site training during installation and as required and (2) a 3,440 printed and bound versions with similar information. Delivery of both should be within 15 business days after receipt of order. Each shall contain comprehensive descriptive information on prescription and over-the counter drugs and nutritional products. Each shall include every drug product approved by the Food and Drug Administration (FDA). . The database shall have search tools, if web based be downloadable for manipulation in a personal computer as well as have an application (Windows NT) to allow for easy data retrieval. The computerized version selected shall allow for an unlimited use network license at each of 22 Veteran Integrated Services Networks (VISN). Each VA medical center (VAMC) ineach VISN will access this database via LAN, WAN or internet. The company must allow for at least 20 concurrent users (per VAMC within each VISN). The database shall contain, at a minimum, the following information: Generic drug name, therapeutic uses (indication, diagnosis, sign, symptom), dosage form, strength, dosing dose (usual, max), route, pharmacokinetics, "black box" warnings, contraindications/allergies/precautions, adverse drug effects, drug-drug interactions, food-drug interactions, injectable drug compatability/stability, controlled substance schedule, pregnancy/teratogenicity, overdose/toxicity, Drug product identification shall include: tablet/capsule colors & markings, injectable/topical liquid label; manufacturer; package size; package type The database search/query capabilities shall contain the following including full text,charts, figures and illustrations. (Bibliographic references are desirable): Word search Index selection search Monograph search Category search: indication, contraindication, adverse effect, interaction, toxicity Advanced boolean query Picture/image search dosage forms Global/integrated search across categories Global/integrated search across multiple texts/databases Database/knowledge bases required: Adult & Geriatric Internal Medicine, Infectious Diseases, Psychiatry, Toxicology, Oncology -Levels of Care desired: Acute, Critical, Ambulatory and Long Term All information shall be accurate and complete and referenced with current medical literature. Updates of any new drug releases from FDA must be provided to the VA on a no less than quarterly basis by means of diskette, CD-ROM, or on-line via electronic transfer. If information is transferred using corrupt files, they must be replaced in a timely manner. VA requires the updated information be current as of date of release. Year 2000 Compliance -- Company must warrant that the computerized database delivered under this potential purchase order shall be able to accurately process date data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, including leap year calculations, when used in accordance with the product documentation provided by the contractor, provided that all listed or unlisted products (e.g. hardware, software, firmware) used in combination with such listed product properly exchange date data with it. Offerors may enter a proposal on the printed book and/or the computer database to be considered for award. Separate awards will be made for each. The estimated quantities shown reflect the combined VAMC usage: 3,440 books and 22 unlimited licenses. Unit Prices offered shall be rounded to the nearest hundredth. For example, an offered unit price of $50.565 shall be rounded to $50.57. Contract will be for one base year and two option years.
