plans to issue a Request for Quotation (RFQ) for the following: The
contractor shall provide the following: 1) Complete troubleshooting,
repair, and re-ATP of all electromechanical actuator (EMA) hardware
remaining at MPC. As a minimum, this shall include controller B0007 and
actuators A0001, A0005, A0007, A0008, and A0010. Start date: 12/1/99,
End date: 1/8/00. 2) Perform detailed analysis and/or testing to
determine the root cause of EMA "nuisance shutdowns." Include
assessment of previous IGBT driver chip replacement to address this
same issue. Document methodology, analysis/test data, conclusions, and
recommendations for problem resolution. 3) Perform inspection and/or
screening test, parts replacement, and re-ATP of all EMA controlelrs as
required to eleminate EMA "nuisance shutdowns." 4) Provide technical
support for resolving in-flight and/or ground test EMA anomalies during
the remainder of X-38 atmospheric flight test program. As a minimum,
this shall include 400 labor hours for engineering
consultation/analysis, plus related manufacturing, assembly,
inspection, testing, and materials to conduct troubleshooting/failure
analyses and perform resulting hardware modifications (including
re-ATP). This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/JSC intends to purchase the support
from MPC. MPC is uniquely qualified to perform the required tasks as
they designed, built and tested all EMA hardware currently being used
on the X-38 test vehicles. The Government intends to acquire a
commercial item using FAR Part 12. Interested organizations may submit
their capabilities and qualifications to perform the effort in writing
to the identified point of contact not later than 4:30 p.m. local time
on January 4, 2000. Such qualifications/capabilities will be evaluated
solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government
to not compete this proposed effort on a full and open competitive
basis, based upon responses to this notice is solely within the
discretion of the Government. Oral communications are not acceptable in
response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been
