The subject acquisition is to provide all labor, materials (including paint), vehicles, equipment, tools, supervision, administration, buildings and facilities required to perform protective coating maintenance at Scott AFB, IL. The principle items of work includes but is not limited to: application of protective coating to interior and exterior facilities, including attachments, i.e. fences etc., detached storage buildings, cleaning exterior surfaces to remove dirt, mildew, fungus, etc., sandblasting facility surfaces, layout and stripping required for traffic control on streets, parking lots, airfield runways, etc., spray painting for special purpose requirements by the use of air and airless spray methods, caulking, taping and bedding of gypsum board, application of vinyl-coated wall covering and solar film, manufacturing various stencil of varying sizes and specifications, manufacturing of signs, including hand painted signs, painting special event signs, banners and posters, painting special hand lettered and graphic signs, emblems and logos, and lead base paint removal. The contractor will be required to maintain a management office on Scott AFB in order to receive delivery orders and provide other management services related to accomplishing individual jobs. Performance periods shall be negotiated with issuance of each individual Delivery Order. The proposed contract herein is unrestricted. The contract resulting from this Request for Proposal (RFP) will be a fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) type five-year term contract, with a $7,500,000.00 maximum and a $50,000.00 minimum. The successful offeror will be selected through Price Performance Trade-Off (PPTO) techniques. This is a negotiated procurement; therefore, offers will not be publicly opened. Award will be made based upon the _Best Value_ to the Government in accordance with FAR 15. The government reserves the right to award a contract to other than the low offeror. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation package will be posted on Electronic Posting System (EPS) which can be accessed at www.eps.gov./. The Government will not provide paper copies of the solicitation and planholders list. Telephone, written, facsimile, or e-mail requests for the solicitation package and planholders list will not be honored.
