(request for information synopsis) issued by the U.S. Army Aviation and
Missile Command to determine the existence of sources for the planned
effort described below. Point of contact is Ms. Karen Parmenter,

acquisition is in support of the CH-47D helicopter's Crashworthy
Extended Range Fuel System (CWERFS). Estimated quantities are as
follows: 78 each CWERFS "B" Kits, composed of the following items: 1)
Three (3) 800-gallon extended range fuel tanks, 2) Three (3) restraint
systems, 3) One (1) Forward Area Refueling Equipment (FARE) Kit, 4)
Three (3) 5,000 lb. Tie-down ring assemblies and 5) Three (3)
Installation Kits. Additionally planned for acquisition is an estimated
quantity of 118 CWERFS "A" Kits, composed of the following items: 1)
One (1) Cavity Drain Kit, 2) One (1) Airframe Vent Kit and 3) One (1)
Airframe Modification Kit. All equipment must meet the requirements of
MIL-T-27422B. The fuel tanks must be self-sealing and able to
withstand penetration of ammunition rounds up to 14.5 mm. The system
installation on the aircraft, including fuel tanks and the FARE Kit
storage container, must be crash-resistant in accordance with ADS-36 as
it pertains to internal extended range fuel systems. The Fuel Quantity
Probe installation and Fuel Quantity Gauge installation shall meet the
performance requirements as defined by ADS-37A-PRF. For the purposes of
meeting the requirements of ADS-37A, these components shall be defined
as Mission Essential. The Fuel Control Panel shall be night vision
goggle (NVG) compatible for use with Generation III goggles, AN/AVS-7
(Type I, Class A Requirements). The CH-47D helicopter with the CWERFS
installed shall meet the requirements for emergency egress contained in
AMCP 706-203, Engineering Design Handbook, Helicopter Engineering, Part
Three, Qualification Assurance; that is, after crash landing, all
crewmembers shall be able to evacuate the aircraft, using half the
exits, within 20 seconds. The fuel quantity indicating system shall
meet the accuracy requirements of MIL-G-26988C, Class 1. Firms
interested in this acquisition should send their name, address and
brief information literature within two (2) weeks from the date of
publication of this synopsis in the CBD. The info should include, but
not be limited to, its experience on the CH-47D helicopter, corporate
background, technical expertise and facilities available to accomplish
the above acquisition. Offerors must have the capability to begin
deliveries within seven (7) months after award of any resultant
