The STAWRS Project was established in 1995 to reduce employer reporting-burden, while improving the efficiency and effectiveness of government operations. The Departments of Labor and Treasury, the Internal Revenue Service, the Small Business Administration and the Social Security Administration have joined as partners in this multi-agency effort. STAWRS addresses employer reporting burden reductions and government operational efficiency enhancements through three business units: Simplified Reporting Requirements; Single Point Filing; and Streamlined Customer Service. The Single Point Filing (SPF) business model consists of two parts: (i) developing new, more efficient, reporting concepts, then (ii) partnering with government and private stakeholders to effect reporting improvements in the marketplace. In the past two years, the SPF unit has partnered with the state revenue and employment security agencies in both Iowa and Montana to implement employer burden reduction and government (both state and federal) processing efficiency activities. Presently, over 7.0 million employers file wage and tax reports and pay taxes to the government. Employers must report tax withholding information to state revenue offices and unemployment insurance (UI) tax and wage information to state UI offices. Additionally, federal tax withholding information, including social security and Medicare data, must be reported to the IRS on form 941 and to the Social Security Administration using forms W-2 and W-3. Moreover, along with the reports, employers must pay employment taxes to the state and federal governments. Most employers use their own means to generate and report wage and tax information and the vast majority, particularly smaller employers, use a paper reporting medium. Such a reporting method is labor intensive, inefficient and, hence, costly for both employers and government agencies. STAWRS wishesto introduce more cost-effective methods based on a singular point-of-filing concept using existing or new eCommerce practices. To this end, STAWRS is seeking partners who can develop new methods that will link the payroll/accounting methods employed by businesses with compliance (i.e., tax and wage) reporting methods and a backend electronic document transmittal process to form a seamless integrated process. Such methods would provide businesses with a simplified, less costly, reporting method. Any new method must enable state and federal wage and tax data to be submitted in electronic documents that are specified in standardized formats. By receiving electronic data in standardized formats, government agencies would be able to significantly reduce manual intervention in the reception process.
