A -- C4I SYSTEMS ENGINEERING SOL N66001-00-R-5028 POC Todd Mckamey, Contracting Officer (619) 553-4500, Jon Wester, Contract Negotiator (619) 553-4493 The Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCEN SAN DIEGO) intends to issue Request for Proposals (RFP) No. N66001-00-R-5028 for the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contracts to provide systems engineering, analysis and support for Command, Control, Communications, Computer, and Intelligence (C4I) systems. Awardees of contracts under this solicitation will compete for task orders to perform actual work. Each contract will be awarded for the entire estimated level of effort needed for the total requirement. However, the competition of task orders may reduce each awardees actual total effort to a point significantly below the ceiling value of each award. The estimated level of effort for the total requirement is 57,900 man-hours per year for five years. This is a full and open competition. It is anticipated that a full and open competition will result in award of between three and five IDIQ/CPFF contracts. Small business firms are especially encouraged to submit proposals; the Government desires to issue one or more awards to small business firms. The Standard Industrial Classification (SIC) code for this effort is 8711 and the small business size standard is annual average gross revenue for the past three years of no greater than $20,000,000.
