The Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCEN SAN DIEGO) intends to issue Request for Proposals (RFP) No. N66001-00-R-5023 for the multiple award of an Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contract to provide Systems Integration Facility (SIF) / Combined Test Bed (CTB) development and integration support. Digital Wizards, Inc. is currently the incumbent contractor under contract number N66001-96-D-0005. The contract is to support the research, analysis, design, documentation, configuration, management, and engineering support services provided by the SIF/CTB. The work includes efforts to analyze and identify Joint Tactical Information Distribution System (JTIDS) and Multifunctional Information Distribution System (MIDS) requirements, establish specifications and implementation plans, develop and implement prototype and production systems. Engineering support services will be required related to continued growth, maintenance, and use of the SIF/CTB to identify and solve Land Based Testing Facilities (LBTF) interoperability problems. In addition, evaluation of all applications for solving U.S. military Tactical Data Link (TADIL) communications and interoperability problems is required. The contract will be awarded for the entire estimated level of effort needed for the total requirement. However, the competition of task orders may reduce each awardees actual total effort to a point significantly below the ceiling value of each award. The estimated level of effort for the total requirement is 345,600 labor hours over 5 years. The proposed contract is 100% set aside for small business concerns. The Standard Industrial Classification (SIC) code for this effort is 8711. A Bidders Mailing List will not be established and hard copies of documents will not be provided.
