This is a notice of intent from the Naval Air Warfare Center, Aircraft Division to issue a firm fixed price task order, on an other than full and open competition basis, to an existing Basic Ordering Agreement (BOA) N00019-00-G-0142, with Northrop Grumman Corporation, Integrated Systems and Aerostructures Sector, South Oyster Bay Road, Bethpage, NY, 111714 for UHF Electronically Scanned Array (UESA) technical support at Makaha Ridge Facility (MRF) located on the island of Kauai, Hawaii. As the manufacturer of the E-2C, Northrop Grumman has a unique, in-depth corporate knowledge of the aircraft's physical structure, electrical systems, avionics and system interfaces. Additionally, Northrop Grumman is intimately familiar with U.S. Navy system installation requirements and design methodologies best suited to meet those requirements. In order to reduce or eliminate system integration risks for these new systems, it is vitally important to the eventual success of the program that Northrop Grumman provide that expertise to the PMA-231/ONR team. Northrop Grumman is the only firm that possesses the necessary knowledge, experience, and technical data required to perform this effort within the limited time constraints of the Navy.
