The National Law Enforcement and Corrections Technology Center-National (NLECTC-National), is a program of the National Institute of Justice (NIJ) Office of Science and Technology (OS&T). Aspen Systems Corporation (ASC) is the Prime Contractor, and in conjunction with the Office of Law Enforcement Standards (OLES) of the National Institute of Standards and Technology (NIST), jointly administer the Law Enforcement and Corrections Standards and Testing Program. This program is designed to assist law enforcement and corrections agencies in selecting and procuring safe and reliable equipment. Through the Law Enforcement and Corrections Standards and Testing Program, scientists and engineers work together with criminal justice professionals to develop minimum performance standards for equipment, to test equipment used by law enforcement agencies in NIJ/NLECTC certified laboratories and through comparative evaluations, and to disseminate the results through equipment performance reports. NLECTC-Nationalhas performed comparative evaluations of police vehicle tires (1994, 1997, and 1999) and replacement brake pads (1997). NLECTC-National currently plans to perform another comparative evaluation of replacement brake pads for police vehicles in CY2000. NLECTC-National is seeking proposals from qualified sources to perform comparative testing and evaluation of these replacement brake pads. This evaluation will result in a report that will be disseminated to the law enforcement community. Parties submitting proposals should include a narrative outlining proposed test methodologies; information pertaining to their capabilities to perform this testing; length of time required to complete testing; and cost estimates to perform this testing.
