The Government has the requirement for long-term temporary residential care and secure detention of undocumented aliens who are being detained pursuant to violations of the Immigration Laws of the United States. Many of the aliens being detained may have substantial and varied criminal histories. One contractor shall provide one suitable facility capable of housing at least 600 adult males and 100 adult females. The Government is prepared to guarantee usage of up to 50% of the contract detention space. Contractor facility must be located five (5) miles either side of Interstate 35 in Webb, La Salle, or Frio Counties, Texas. The successful contractor shall provide all necessary management, labor, supervision, equipment, and material in order to provide, operate and maintain the facility and provide the required services for the detainees. Please note that the requirements of the National Environmental Policy Act must be met and offers will have a minimum acceptance period of eighteen (18) calendar months. As a result of this solicitation, it is intended to award one indefinite quantity contract for an initial base period with four (4) additional one-year option periods, which if exercised, could extend the contract performance periods to a total of five years. All acceptable offers will be evaluated based upon technical proposals and the total cost for the base period plus the four option periods.
