Privatization of the electric, natural gas, water and wastewater utility systems and a heating and cooling plant at multiple locations within the State of Texas. Electric water and wastewater utility systems for the following Military bases are included in the solicitation: Brooks AFB, Goodfellow AFB, Lackland AFB, Laughlin AFB, Randolph AFB, Sheppard AFB, Ellington Field ANGB, NAS JRB Fort Worth and Fort Bliss. Natural gas utility systems for the following Military bases are included in the solicitation: Brooks AFB, Dyess AFB, Goodfellow AFB, Lackland AFB, Laughlin AFB, Randolph AFB, Sheppard AFB, Ellington Field ANGB, and NAS JRB Fort Worth. Heating and cooling plant for Brooks AFB is included in this solicitation. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, and maintain and operate, the utility system(s). The Contractor(s) will be required to manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service is distributed to each Government or tenant connection within the service area. The Contractor(s) will be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Statement of Qualifications (SOQ's) and Past Performance information from potential offerors shall be submitted as directed in the RFP. This information will be required shortly after release of the RFP and prior to receipt of proposals. Offerors will be notified within approximately 10 working days of receipt of Statements of Qualifications of their qualification status. However, no offeror will be denied the opportunity to submit a proposal in response to the RFP. This requirement is unrestricted.
