This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. this solicitation is being issued as an unrestricted requet for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. This acquisition is being conducted in accordance with FAR 12 and in conjunction with FAR 13 Simplified Acquisition Procedures. Closing date: 21 January 2000, 4:00 PM Japan Standard Time(JST). The U.S. Engineers, Japan District, plans to award a firm-fixed price order based on past performance with price being a second factor. Scope of Work For EPA Asbestos/Lead Based Paint Training, Camp Zama, Japan and Kure, Japan 1.0 Purpose: The purpose of this training is to provide certified EPA Asbestos and Lead Based Paint Recertification courses to individuals who have officially registered for the instruction through the Japan Engineer District. 2.0 Project Summary: 2.1 Project Location: Courses will be conducted at Camp Zama, Japan and Pier 6, Kure, Japan. Classroom facilities will be coordinated by the customer. The contractor will be advised of the exact classroom location upon their arrival on-site. 2.2 Detailed Work Tasks: a. The Camp Zama courses will begin at 8:00 a.m. local time and conclude at 4:30 p.m. local time. The Pier 6, Kure courses will begin at 9:00 a.m. and conclude at 4:30 p.m. Instructors will have access to the classroom a minimum of 15 minutes prior to the course beginning and 15 minutes after the conclusion of instruction. The purpose of this access is for the instructor(s) to complete set-up/preparation and course closure tasks. The course instructor(s) shall arrive at Camp Zama, Japan and Pier 6, Kure, Japan a minimum of one working day prior to the beginning of the course in order to complete necessary administrative duties. b. Instructor will provide a minimum of one 15-minute break during the morning hours and one 15-minute break during the afternoon hours. Additional breaks can be given at the discretion of the instructor. A minimum of a 30-minute lunch break will be given to the students sometime between 11:00 a.m. and 12:30 p.m. The actual lunch break will be at the discretion of the instructor and based on the flow of the course instruction. c. The requesting organization will be tasked with providing classroom space and standard audiovisual equipment that will meet the course requirements. Your proposal should indicate all classroom facility and audiovisual requirements for the courses. The contractor shall conduct the class in a manner that will not damage the classroom(s) or the audiovisual equipment. The Contractor is responsible for informing the students of all damage control requirements prior to the start of the class. Damages caused by failure of the Contractor to exercise caution while conducting the class shall be the responsibility of the Contractor. The Contractor will take appropriate action to correct and/or repair any damage at the Contractor's expense. 2.3 Regulatory Requirements: a. The contractor shall provide course instruction that will be in conformance with and meet the requirements of 40 CFR Part 763 (EPA Asbestos Model Accreditation Plan). b. The contractor shall provide course instruction that will be in conformance with and meet the requirements of 40 CFR Part 745 (Lead: Requirements for Lead-Based Paint Activities in Target Housing and Child Occupied Facilities, Final Rule). c. The contractor shall provide course instruction that will be in conformance with and meet all of the requirements of The Department of Defense -- Japan, Environmental Governing Standards. d. The assigned instructor(s) should be thoroughly familiar with 40 CFR Part 763, 40 CFR Part 745, the State regulations under which the training vendor is certified and the Department of Defense -- Japan, Environmental Governing Standards (JEGS). You can access the JEGS as follows: (1) Access our home page: http://www.poj.usace.army.mil/ (2) Go to the "Our Services" pull down menu (3) Select "Environmental Services" (4) Select "Our Challenge" at the left of the page (5) Select "JEGS" at the left of the next page e.Students should be advised of the course certification requirements at the beginning of each course. These requirements should include attendance, participation and testing. Upon successful completion of the Asbestos training, each student will receive an EPA certificate with the appropriate notations according to the applicable regulation. Upon successful completion of the Lead Based Paint training each student will receive the State certificate with the appropriate notations according to the applicable regulation. The LBP certificate will also include a statement which indicates that the State Lead Base Paint program has been certified/approved by the appropriate EPA office as indicated in 40 CFR Part 745. Certificates will be mailed to the address designated by the requesting organization within 30 calendar days of the course completion. 3.0 Meeting and Coordination: a. The requesting organization will not provide any administrative support or hosting functions. As a special note, your company should anticipate securing air transportation, ground transportation and housing without the assistance of the requesting organization. The requesting organization will issue the instructor(s) a "Contractor Letter of Identification and/or gate passes which will allow the instructor(s) to enter Pier 6, Kure and Camp Zama, Japan and have access to the designated classroom. The Letter of Identification will not allow access to any of the post facilities. Any individual assigned to this project should be fully briefed on this requirement prior to their arrival at the site. Information for the issuance of the Letter of Identification must be provided a minimum of 10 working days prior to the instructor's departure to travel to conduct the noted courses. b. Both U.S. Government and Japanese commercial addresses will be provided upon the awarding of the service agreement. The requesting organization requires that the materials, equipment, supplies and other such items be shipped/mailed in a manner that will allow the items to be quickly traced/tracked by the shipping/mailing company. The contractor is responsible at all times for their equipment and hands-on training materials, including storage and delivery on-site. The government shall not be held responsible for any loss or damage it may incur during the transportation, storage or use of the equipment, supplies, materials, etc. The contractor shall be responsible for all payment of dues and delivery costs including custom clearances, if any. All training materials, supplies and equipment shall be delivered to the site where the training will be conducted at least one working day prior to the start of the training. LBP certification was issued by the State of Pennsylvania and expired in February 1999.) 5.0 General Contract Requirements: 5.1 Equipment: Simulation (i.e. pictures, slides, drawings, etc.) is not considered an appropriate substitute for equipment. Contractors should take note that hands-on training must permit workers (students) to have actual experience performing tasks associated with the course subject matter. All equipment listed in the submitted proposal must be delivered to the site where the courses are being conducted and must be utilized. Utilizing equipment for demonstration purposes during the recertification courses is encouraged to enhance course instruction. 5.2 Materials: All course materials must have been submitted and accepted for approval by the appropriate governing agency for the course topic. Course materials must be current. Outdated materials (including audiovisuals) are not acceptable. Audiovisuals, including videos and photographs, should be clear and note current technology in the subject field. The use of a variety of audiovisuals (videos, PowerPoint presentations, overheads, digital pictures, slides, etc.) is greatly encouraged. The written materials and audiovisuals will be provided in English and Japanese. It is required that the students receive the manuals in Japanese and English for all the schedule courses. The level of Japanese translation for the written and audiovisual materials will be 100%, excluding videos. Translation of the materials will include, but is not limited to the student manuals, handouts, skill practice instruction, tests, evaluations, slides, and overheads. 5.3 Delivery of Equipment and Materials: Reference item 3.0.b Meetings and Coordination within this Scope of Work. 6.0 Special Conditions: a. The instructor(s) will have the ability to communicate the technical subject matter in English and Japanese. These communication skills should include verbal, written and reading abilities. It is preferred that the courses be taught not interpreted in Japanese. However, interpretation will be permitted if necessary and noted inthe submitted proposal. Individuals performing interpreter services in the course(s) are required to have an extensive working knowledge of the Asbestos and Lead Based Paint specific subject matter, as well as both languages. It is preferred that the interpreter be an employee of the company that is awarded the contract. b. The contractor/instructor and/or sponsoring unit will not accept additional students into the noted courses without prior written approval and contract adjustment by the Japan Engineer District. c. Final invoicing for the course will be submitted within 30 days of the course completion. However, invoice(s) will not be accepted until students who have successfully completed the course(s) have received their original certificates as noted in item 2.3.e. Payment will not be issued unless all stated and reference requirements are met by the Contractor. d. Attendance at the course(s) will be verified by the daily student sign-in sheet. Payment will be based on actual attendance figures, not on the number of students who successfully completed the course(s). e. "Fully" approved programs and instructors are preferred. "Contingently" approved programs and instructors with the EPA and/or State will be critically evaluated based on previous "customer" evaluations. f. The sponsoring organization reserves the right to review all tests and to request changes, if deemed necessary. Review will included, but is not limited to spelling, grammar, clarity, repetitiveness, relationship to course materials and classroom information, and accuracy of translation. g. Weather conditions during February/March can cause base closures. If base closures occur during the established course schedule course postponement will be automatic. It is preferred that any postponed courses be rescheduled at the end of the established course schedule for each site. Schedule and cost negotiations and amendments will be conducted with the training vendor, not the instructor, as soon as possible after the forced cancellation. h. Laminated picture ID cards will be issued to each individual which notes the completion of training. This ID card is in addition to the official certificate. The ID card will be issued onsite at the end of the course of instruction. 7.0 Report Submittals: Copies of all course registration/sign-in documents, course evaluations and course certificates issued will be provided to JED within 30 days of the course completion. This report will be presented as an organized bound manual, not as a loose-leaf collection of documents. PROPOSAL FOR SUBMITTAL If your company is interested in providing the classes designated in this document, your proposal should include the following: 1. Costs for each course based on a per student enrollment figure. Proposed costs should reflect all charges including, but not limited to labor, materials, equipment, supplies, shipping, air and ground transportation, lodging, per diem and miscellaneous. 2. A detailed listing of the equipment/supplies that your company will provide for student usage during the course, especially for demonstration purposes and hands-on training sessions. Quantities of equipment should be noted in the proposal (e.g. one-half mask respirator per student, one full mask respirator per class, one HEPA vacuum per class, one pair of protective gloves per student, etc.). 3. Copies of the course material(s) approval letter(s) from the appropriate EPA Region and/or State should be submitted with your proposal. Provide a copy of the table of contents from your company's student manuals for the courses noted in the Course Offering section. Provide a detailed physical description of the manuals that will be provided to the students (i.e. bound book, notebook, unbound manual, photo copy, print manual, diagrams, pictures, color, number of pages, etc.). Do not send a copy of the manuals. 4. A copy of the Schedule of Instruction (SOI) for each of the courses listed in the Performance Schedule. The SOI shall be a chronological listing of the major topics, sub-topics and hands-on training to be taught in the course. The SOI should also include the audiovisuals and demonstration equipment that will be utilized in each segment of the course. The SOI shall be utilized as the control document for the actual training within the classes. 5. Per 40 CFR Pt 763, Subpart E. App. C. Item F.2, " a training provider must retain copies of all instructors' resumes, and the documents approving each instructor issued by either EPA or a State. Instructors must be approved by either EPA or a State before teaching courses for accreditation purposes." Provide copies of noted documents for the instructors that are proposed to teach the specified Asbestos and Lead Based Paint courses. Also provide a point of contact at the agency approving/certifying the instructors, along with a telephone and fax number(s) for verification purposes. If State certification is utilized, provide documentation from the appropriate EPA Region that the State Asbestos/Lead Based Paint training program has been approved by the EPA. Instructors must also provide documentation that they have taught the scheduled courses a minimum of three times within the past 24 months with satisfactory evaluations from the course participants. Failure to provide the documents as noted in the above reference will result in non-consideration of your proposal. If the instructor(s) that will actually teach the course is different from the instructor(s) information that is submitted with this proposal, the contractor must submit the above stated documentation a minimum of fourteen working days prior to the course. Japan Engineer District reserves the right to approve any change of instructors. 6. Per 40 CFR Pt 763, Subpart E, App. C Item B.1. "Because of cultural diversity associated with the asbestos workforce, EPA recommends that States adopt specific standards for the approval of foreign language courses for abatement workers." A written statement from the appropriate EPA region verifying that the "official" AHERA certification can and will be issued to those students who successfully complete the Asbestos courses being taught and/or interpreted in Japanese. This approval is required for all the courses noted in the Course Offering section of this document. It is the responsibility of the training provider to seek this approval not the Japan Engineer District. Although foreign language requirements are not addressed in 40 CFR Part 745 a written statement from the appropriate EPA region and/or State is requested which indicates their approval to provide the Lead Base Paint recertification instruction in Japanese. 7. Provide one copy of each final exam (English and Japanese) that will be administered to the students. The appropriate answer keys should also be forwarded. The EPA does not require written testing to be conducted as part of the annual Asbestos recertification courses. The proposal should note if written testing during the annual Asbestos recertification courses is a requirement through the State where the training vendor is certified/approved. 8. A detailed listing of the classroom facility, "hands-on" facility and audiovisual requirements for each course. This should include any facility requirements for hands-on training and "field trips" as required by regulation. 9. If the company desires to use an interpreter for any of the courses, they should provide the following written documentation. The company must designate in their original proposal which courses will be taught in Japanese and which courses will be interpreted into Japanese. The company receiving the award will be held to the original designation submitted with the proposal. The designated interpreter for the courses must submit a detail resume that indicates their work and education experience in the interpretation career field as well as their specific knowledge/experience in the subject matter of Asbestos and Lead Based Paint (please reference item 6.0.a of this document). 10. The students currently possess LBP certification that expired in February 1999. According to the EPA an individual who received training in a lead-based paint activity between October 1, 1990 and March 1, 1999 shall be eligible for certification based on prior training. The proposal should indicate in writing if the EPA policy applies to the State certification from where the training vendor will issue the LBP certificates. The requesting organization desires to have their participants attend LBP recertification courses since their certification recently expired, but they meet the date requirements for the established EPA policy. The provision at FAR 52.212-1, Instructions to Offerors;52.212-4, Contract Terms and Conditions;52.212-5,Contract Terms and Conditions required to Implement Statutes or Executive orders-Commercial Items applies to this acquisition. Evaluation is based on best value including past performance, ability to meet service requirements and cost.
