CarmackEM@efdlant.navfac.navy.mil. The Atlantic Division is seeking a
cadre of qualified firms to provide Design/Build/Installation of Fall
Protection Systems. The scope of work shall include the design,
engineering, installation, modification of existing structures, and
provision of fall protection systems and equipment as required, provide
training to workers to use fall protection equipment, and provide
operations and maintenance manuals and rescue and evacuation equipment
as required at various Naval Activity locations worldwide and
incidental related work as required to make system complete and ready
for use. It is anticipated that this will be a firm-fixed price
indefinite delivery multiple award type contract. The method of
selection is a Best Value Source Selection. The duration of the basic
contract is for one year with two (2) one year option periods. This
solicitation is for one contract that may result in multiple awards.
Each successful awardee will have the opportunity to bid on future task
orders under the contract. All awards are based on a Performance Type
Specification. The requirements for the Technical Source Selection
Criteria factors are as follows: FACTOR (1) Corporate Experience;
FACTOR (2) Past Performance; FACTOR (3) Support of the Small, Small
Disadvantaged and Women-Owned Small Business Program; FACTOR (4)
Technical Solution; and FACTOR (5) Price. There will be a maximum of
three (3) firms selected under this initial solicitation. Each firm may
be invited to compete/submit proposals on subsequent requirements. The
Government may consider volume of work under this contract when
requesting proposals for new projects in order to affect an equitable
distribution of work. The Government reserves the right to reject any
or all proposals at any time prior to award; to negotiate with any or
all proposers; to award without exchanges or any contact concerning the
proposals; to award initial projects to other than the proposer
submitting the lowest total price; and award to the proposer whose
proposal is determined to be most advantageous to the Government.
Proposers should not assume that they will have an opportunity to
qualify, discuss, or revise their proposals. The Request for Technical
Proposals will be issued on or about 24 January 2000. The Solicitation
