Z -- UPGRADE OF ELECTRICAL POWER DISTRIBUTION SYSTEM AT IBB'S SPAIN TRANSMITTING STATION SOL 10710-11007 POC Contact Point: Gary Hosford, Contracting Officer; Office of Contracts (CON); Telephone: (202) 619-2946; Facsimile: (202) 260-0855 The International Broadcasting Bureau (IBB) has a requirement to refurbish and upgrade the electrical distribution system at its Spain Transmitting Station (STS), located at Platja de Pals, within the autonomous region of Catalunya, province of Girona, Spain; using Government Furnished Equipment/Material (GFE/GFM) for the below-listed major equipment items. The proposed work consists of upgrading STS' existing 2.4 kV electrical distribution system to 4.16 kV in order to provide electric power to six-each, short-wave 250 kW broadcast transmitters to be installed or modified at STS. The upgraded electrical distribution system will include such major equipment items as two-each, 25 kV -- 4.16 kV main power transformers; 4.16 kV metal-clad switchgear; 25 kV metal-enclosed load interrupter switchgear; two-each, 25 kV -- 380 V auxiliary transformers; 4.16 kV feeders connecting to the six-each, 250 kW transmitters; and several underground distribution cables. The STS is an active high frequency radio transmission station, which requires that the Contractor perform its work without interfering with the Station's daily broadcast schedule. The estimated price of this work is between $25,000 and $100,000. The performance period for this work is completion within four (4) months from issuance of the Notice-to-Proceed. All work shall be coordinated with the local utility company, ENHER, to ensure compliance with national (Spain and U.S.), regional (Catalunya), and provincial (Girona) design and construction laws, rules, codes, and/or regulations. All documentation required by the contract (e.g., test plans, technical manuals, "as-built" drawings, etc.) shall be written in the Spanish, Catalan, and English languages. As required by the U.S. Federal Acquisition Regulation (FAR) Subpart 13.106 (Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation); Offerors are herein notified that award will be made on the basis of price and other factors, with price being the significantly predominant factor. To be considered for this work, interested companies/firms shall: (a) have demonstrated experience in the installation of high voltage electrical power distribution systems at overseas (preferably Spain) locations; (b) be fully qualified, properly licensed, and duly certified to perform this specific high voltage electrical installation, testing, and related services work for the STS site located in the Catalunya region of Girona province, Spain, in full accordance with the above-stated applicable U.S. and Spanish design and construction codes and standards; (c) possess the capacity to accomplish the work in the required time (i.e., not later than four (4) months from issuance of the Notice-to-Proceed; and (d) provide verifiable past experience in successfully obtaining all the necessary written approvals, certifications, and/or licenses for electrical utility system designs that are fully compliant with all national (Spain and U.S.), regional (Catalunya), and provincial (Girona) laws, rules, codes,and/or regulations applicable in the above-stated Spanish locality of this project. U.S. firms are herein notified that the IBB expects to receive offers from local electrical construction firms (i.e., Catalunya region of Girona province, Spain). The IBB intends to issue a solicitation document (RFP) for this negotiated firm-fixed-price procurement in February 2000, with a proposal response date of 30 calendar days after the RFP issuance. All Offerors are strongly encouraged to visit the STS location, at their 100% own expense, to verify the existing local electrical system and other site conditions. STS facilities will be made available for pre-proposal site visits by interested Offerors, and these site-visit dates will be stated in the forthcoming Solicitation (RFP) document. The RFP document will contain the IBB-approved "Final Design", to include, but not be limited to, the Technical Specifications, Engineering Analyses, set of Construction Drawings, and estimated Construction Schedule. Negotiation and award of a firm-fixed-price construction contract resulting from the forthcoming RFP is presently planned to be accomplished at the STS. Qualified Offerors desiring to submit a proposal should request a copy of the RFP by submitting a written request to the above-listed address. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals will be considered by the IBB.
